Uvalde Police Chief Homer Delgado Invited to Speak at International Association of Chiefs of Police Conference

  Uvalde Police Chief Homer E. Delgado has been invited to serve as a panelist at the 2025
International Association of Chiefs of Police (IACP) Annual Conference, one of the
largest law enforcement gatherings in the world.

Chief Delgado will present during the workshop “Big Impact, Small Communities: Innovative
Strategies for Small and Rural Law Enforcement Agencies” on Sunday, October 19, 2025,
from 2:00 – 3:00 p.m. in the Mile High Ballroom 1EF at the Colorado Convention Center in
Denver, Colorado.

This session highlights how small and rural agencies, despite limited resources, can serve
as incubators for innovation in community engagement, policy reform, and operational
strategies. Chief Delgado will share lessons learned from the transformation of the Uvalde
Police Department through the Guardian Initiative, which focuses on modernizing policies,
strengthening accountability, and rebuilding community trust.

The panel will also feature leaders from across the country and experts from the U.S.
Department of Justice COPS Office. Attendees will gain practical strategies and insights on
innovation, internal culture change, and community-police partnerships in small and rural
environments.
