Political battle heats up over who controls the company that provides water to the Uvalde Estates Residents

On Saturday, January 17th, a meeting referred to as a “WWSC Members Meeting” was held at the SSgt. Willie de Leon Civic Center which according to a statement issued by the Windmill Water Supply Corporation President Jim Shoemaker, was an “illegal meeting.”
The Board of Directors of the WWSC did hold a meeting a few days later on Wednesday, January 21st, 2026 at the WWSC office located at 642 Windmill Road.
Since those meetings, the Uvalde Hesperian has reached out to Santa Perez, Irene Trevino and Juli Alvarado last week for statements on the recent meetings and has not yet received any responses
Meanwhile rumors and unverified information are spreading regarding possible legal actions the WWSC might take against those that organized the Saturday, January 17th meeting.
The WWSC posted the following statement on its Facebook Page on January 13th, 2026:
“WWSC has been informed of a Member’s Meeting to be held January 17th. at the Civic Center in Uvalde. It appears that Diana Olvedo- Karau is spear heading this meeting with former Secretary/ Treasurer Lydia Carrasco as signatory. The current legal Board of Directors of WWSC do not and will not recognize this illegal meeting and will not recognize any fraudulent result of voting or action taken at this meeting. It is very obvious that not one of the organizers or supporters of this meeting have any concept of the bylaws of WWSC or the State of Texas laws that govern WWSC. The organizers have determined that they will remove myself Jim Shoemaker from the elected office of President of WWSC. Three of the four organizers Ms. Karau, Perez, Mr. Ramirez are not even members of WWSC. These organizers WILL NOT through any illegal meeting or other illegal means remove myself or anyone else from the existing board and any action by this meeting Will NOT be recognized by Windmill Water Supply Corp. Thank you for your time. Jim Shoemaker WWSC Board of Directors President.”
‘Earlier today on Monday, January 26th, The Uvalde Hesperian called and left a message to Attorney Justin Wolbert requesting a comment or statement. Wolbert is being retained by the WWSC according to Shoemaker, is representing the WWSC.
The Hesperian has also reached out to TXN Bank earlier today for a comment concerning the status of the organization’s bank account.
In a telephone call with Attorney Richard O. Gonzales, the Uvalde Hesperian asked Gonzales if he was representing the WWSC members group and he said he was only representing Dr. Rojelio Ramirez.
