 Recent rains occurring over the Labor Day weekend soaked the Uvalde County area with sometimes heavy showers. On Monday, September 2nd, Uvalde County Sheriff Ruben Nolasco announced on his Facebook Page road closures on a few area roads that are prone to flooding. 

About 1 PM on Sunday, September 1st, heavy rainfall was observed over the Uvalde Downtown area and at H-E-B.

 “Due to the heavy rainfall in our area, we want to inform you about road closures that are currently in effect. Please note that the following areas are closed for safety reasons: F.M. 1022, Puccini Ln., Elm Lane, and Uvalde Oaks entrance.” Nolasco said

   Flooded roads were also reported on the Uvalde Estates News and Concerns Facebook Page affecting the first and second entrances to the Estates. 

   The flooded roads prompted the Uvalde CISD Transportation Office to issue the following statement on Tuesday, September 3rd, alerting parents of potential school bus route changes 

important Notice: Uvalde CISD Bus Routes Affected by Flood Watch:

 “To Our Uvalde CISD Parents and Caregivers of Bus Riders,

A portion of FM 1022 affected by the Uvalde County Sheriff's Office Road closures.

   This is to inform you that, according to the National Weather Service, Uvalde County is under a Flood Watch until September 4th at midnight. Due to the heavy rainfall, road closures are in the Uvalde Estates area. Specifically, the first and second entrances to Uvalde Estates are closed due to flooding, and Uvalde County officials are currently evaluating the rest of the neighborhood for the potential of additional closures.

  Please be advised that Uvalde CISD buses will not go around any barriers, and we strongly discourage drivers from driving through low-water crossings. All parents and caregivers of bus riders must be aware that if a road closure affects your child’s usual drop-off location, you will need to pick them up at a location the bus can safely navigate. Our bus drivers will stay as close to the regular routes as possible under these circumstances.

 As a backup plan, if additional roads are closed, the drop-off location will be at the 3rd entrance on the side of the road. If you have any questions or need further information, please call the Transportation Office at 830-333-7003 before 3:00 p.m. today.”

Uvalde County Judge Bill Mitchell issued an order on Tuesday, September 3rd abolishing a burn ban enacted by the Uvalde County Commissioners Court on August 26th, 2024.

  A recent cool and scattered showers for many is a welcome relief from the hundred degree temperatures that have been blistering the area but glider teams participating in the 38th FAI World Glider Championship, it has kept many of their sailplanes on the ground. 

  Austrian Pilot Wolfgang Janowitsch said, “The Weather is our motor: No good weather= no sailplane flying.”

  The South African Gliding Team posted the following on their Facebook Page late Wednesday afternoon:

  “Seems like chaos all round today, with only 1 out of the 66 competitors actually completing their task. 14 gliders physically landed at other airfields, in fields or lakes, the rest all started their engines to get home.

Both EL and IMS landed at alternate airfields, as although they both have working engines, with the storms around there was no ways for them to get back to Uvalde Safely. They’ve both arrived safely back at Uvalde by trailer. And the rest are all strapped down safely for the night. Hoping for a better day tomorrow.”

   According to a report posted on the Official World Gliding Competition Facebook Page, one glider did make it up into the cloudy skies and eventually had to ditch the plane into a lake.

   “The carnage is almost complete. After the launch, you could see the storms popping up to the east and heading to affect the task area. Survival was the name of the game, and everyone was trying to safely maximize their distance to get the most points possible. I can say all the pilots are safe.

   We did have one glider that landed in a lake. The pilot did a good job sitting it down and getting out of the ship. However, it was an electric powered ship and when they were pulling it out of the lake, the batteries shorted out and caught fire. The ranchers who were helping put the ship back in the water to put the fire out. We do not know of the status of the glider currently. We will try and get more information tomorrow at the pilots meeting. There are still many crews retrieving gliders. Even though all of the Open, 20 Meter and most of the 18 Meter ships have motors, some ran out of gas and still landed out.”

 According to a weather forecast by the National Weather Service for the Uvalde area temperatures are expected to reach a hgh of 94 degrees.

Friday

A 40 percent chance of showers and thunderstorms after 1pm. Mostly sunny, with a high near 96. Heat index values as high as 103. East wind around 5 mph.

  The recent rainfall from Cyclone One seems to have positively affected the Frio River flow rate over the last couple of days and produced scattered showers today in Uvalde County. 

 According to the National Weather Service Forecast for this weekend,  Friday morning will see a chance of rain and then skies will likely start clearing Friday evening with mostly clear skies for Saturday and Sunday.

Tropical Cyclone One is expected to bring overcast skies, heavy rainfall  and generally cooler conditions though the end of the week and into the weekend according to the National Weather Service

“Potential Tropical Cyclone One will likely bring very heavy rainfall to coastal Texas today and eventually the Rio Grande Valley early Thursday morning. Coastal flooding and tropical-storm-force winds are also possible along the Texas Coast. Excessive heat will continue to persist from the Midwest to the Northeast and Mid-Atlantic this week,” the National Weather Service Report said.

Forecast for Uvalde, Texas from the National Weather Service

Juneteenth
A chance of showers and thunderstorms, then showers likely and possibly a thunderstorm after 4pm. Cloudy, with a high near 85. East northeast wind around 20 mph, with gusts as high as 30 mph. Chance of precipitation is 60%. New rainfall amounts of less than a tenth of an inch, except higher amounts possible in thunderstorms.
Tonight
Showers and possibly a thunderstorm, mainly before 4am, then a chance of showers and thunderstorms after 4am. Patchy fog between 2am and 4am. Low around 73. Windy, with a northeast wind 20 to 30 mph.   A thunderstorm system brought Uvalde and parts of the Texas Hill Country about an inch and a half of rain earlier this morning with heavy to moderate rainfall occurring in Uvalde from 9 am until about noon. 

At 9 AM the Austin/San Antonio National Weather Service posted the following on it’s X (Twitter) account: 

“Severe thunderstorms along US Hwy 90 from Del Rio to Uvalde continue to drift north-northeast with time. Primary hazards are very large hail up to 3 inches and damaging wind gusts.”

A severe thunderstorm warning was in effect for the northeastern part of Uvalde County until 11 AM

During the Uvalde County Commissioners Court Meeting this morning, the sound of rain and thunder could be heard during the proceedings.  At about 11:30 AM the power went out at the local HEB causing the entire store to go dark for a few seconds before the power came back on. 

At 10:34, the National Weather Service Office of Austin/ San Antonio posted:

 “An area of severe thunderstorms continues to move northeast at 25 to 30 mph as we move through the late morning hours. The primary hazards with these storms is large hail, damaging wind gusts, and frequent lightning. Stay weather aware as we go through the day.”

It’s not quite the Snowpocalypse of 2021, but the sub-freezing temperatures are pushing the ERCOT managad state power supply close to peak power demands.

In Uvalde today, several businesses alomng Main Street posted signs on their doors starting their respective closures due to the winter weather. Parents of Uvalde CISD students monitored the district’s news of a possible school closure which didn’t happen.

Banks, post Offices and  Government offices were closed due to the Martin Luther King National Holiday observance.

In a District Facebook post early this morning, it said:

“UCISD Schools will follow the regular school day schedule…
Stay warm this morning, Uvalde CISD students! UCISD schools will follow the regular school day schedule for today, January 15th. The district administration has been out checking the roadways since 3:00 a.m. An anti-icing agent has been applied to the roadways, with no road closures. Our buses will be out and on their way to pick up students, so bundle up on your way to school. We’ll be keeping a close eye on theweather. Should there be any updates, delays, or closures, we’ll let you know on our website and social media channels. Have a great day.”

ERCOT issued the following press release earlier today:

(Austin, TX) – With the winter storm encompassing the entire state and temperatures forecasted to be colder this evening and into tomorrow morning, ERCOT is asking Texans to conserve electricity use, if safe to do so, Tuesday, January 16, from 6 a.m. – 9 a.m. CT.  ERCOT is forecasting higher demand tomorrow morning as Texans return to work and schools reopen.

  This morning, ERCOT avoided emergency operations due to the conservation efforts by Texas residents and businesses, combined with additional grid reliability tools.

ERCOT is expecting similar conditions on Wednesday, January 17, and will continue to closely monitor conditions and keep the public informed through our communication channels.

Tomorrow’s conservation appeal does not indicate ERCOT is experiencing emergency conditions at this time. ERCOT will remain vigilant and communicate further if conditions change because of continued freezing temperatures and very high demand in the morning hours. At this time, if you are experiencing an outage, it is local in nature and not related to overall grid reliability. Please check with your local electric provider for more information.

Conservation is a widely used industry tool that can help lower demand for a specific period of peak demand time, which is typically during the morning hours in winter.

ERCOT is requesting all government agencies (including city and county offices) to implement all programs to reduce energy use at their facilities until at least 9 a.m., tomorrow.  

ERCOT continues to use additional tools to manage the grid reliably, including using reserve power, calling upon reductions by large electric customers that have volunteered to lower their energy use, and bringing more generation online sooner. ERCOT is also working with out-of-state Independent System Operators (ISOs) and Market Participants to obtain additional power generation capacity, if available. ERCOT has obtained Texas Commission on Environmental Quality (TCEQ) enforcement discretion, which allows a generator to extend its service/run-time/operations to help meet demand, if needed, and maintain grid reliability.

Why the Request to Reduce Usage?  

  • Weather. Most of Texas is seeing extremely cold temperatures for an extended period of time.
  • Demand. Texas is experiencing record-breaking demand due to the cold weather.
  • Solar. Solar generation isn’t available in the early morning hours, which is a peak demand time during winter, and slowly ramps up as the sun rises.
  • Wind. Wind generation is forecasted to be lower than seasonally expected in the early morning hours.

Peak Demand 

  • Last night, ERCOT set a new January peak demand of 70,982 MW in the 8-9 p.m. hour, passing the previous January peak demand record of 65,915 MW set January 17, 2018, in the 7-8 a.m. hour.
  • Today, ERCOT has already broken that January peak and set a new all-time winter peak demand record with 75,559 MW in the 9-10 a.m. hour.
  • The previous winter peak demand record of 74,525 MW was set December 23, 2022, in the 7-8 a.m. hour during Winter Storm Elliott.
  • In 2023, January peak demand was 65,632 MW in the 6-7 p.m. hour January 31.
  • The all-time peak demand record of 85,508 MW occurred August 10, 2023.

ERCOT also performs financial settlement for the competitive wholesale bulk-power market and administers retail switching for more than 8 million premises in competitive choice areas. Texas Senator Roland Gutierrez

Due to the severe winter weather, Texas Senator Roland Gutierrez issued a statement today stating his campaign events have been put on hold.

“TEXAS – Roland Gutierrez’s Campaign for the U.S. Senate is postponing events in San Antonio and the Rio Grande Valley this week after the Electrical Reliability Council of Texas (ERCOT) issued warnings about power capacity due to weather conditions from the arctic blast.

“Out of an abundance of caution, we’re moving our events in the Rio Grande Valley and San Antonio to keep Texans safe during the next few days of sub-freezing temperatures. I am urging all Texans to stay prepared and listen to local authorities on weather conditions in your county. Check on your neighbors, especially the elderly and disabled, and know where your nearest warming center is, in case of an emergency. My team and I are standing by to assist in any capacity we can. Texas is resilient, and together we will get through this,” said Roland Gutierrez.

“Texans across the state are battling extreme weather with poor infrastructure and anxieties about the state’s electrical grid.

Texas Republicans refuse to tackle and fix our broken systems. We must connect to the eastern and western grids to provide power stability. We need serious solutions to the problems we face in Texas, and we need politicians that don’t run from those solutions.”

Gutierrez recently completed the first week of his 4,500 mile, 25 day tour of Texas, and will resume with trips to BRYAN, HOUSTON, and surrounding areas on Thursday.

Hard freezes will continue tonight into Tuesday morning and again Tuesday night into Wednesday morning. Low temperatures will range from 10 to 20 degrees across the Hard Freeze Warning both nights with wind chills ranging from -10 to 10 degrees tonight and Tuesday morning.

Winter Weather Advisory Extended to Thursday, February 2nd 6 AM – Many area schools delaying start times Wednesday Morning.

 Uvalde and the Uvalde County area is bracing as a winter storm is set to arrive in the early morning hours of Wednesday, February 1st, 2023 according to the National Weather Service Austin-San Antonio Texas.  The freezing temperatures and potential for ice on the roadways has prompted Uvalde CISD, Knippa Sabinal and Utopia Schools to delay their start times Wednesday Morning. 

  “Isolated areas of drizzle, freezing drizzle, & light rain will continue through this evening. Heavier, more widespread rain, freezing rain, and sleet arrive after midnight and continue through the morning Wednesday. Travel will be difficult to near impossible,” according to a report posted on the NWS Austin/San Antonio Facebook Page The report goes on to say temperatures will rise above freezing in some areas during the afternoon with precipitation type changing to rain.

  The NWS has issued a Winter Weather Advisory at 2:54 PM  Tuesday, January 31st specifically for the Uvalde County Area in effect until 6 am on Thursday.

 

* WHAT…Freezing rain expected. Total ice accumulations of up to a tenth of an inch.

* WHERE…Portions of the Coastal Plains and the US Highway 90   corridor.

* WHEN…Until 6 AM CST Thursday.

* IMPACTS…Difficult travel conditions are possible. Isolated to

  scattered power outages.

Area school districts plan to delay Wednesday February 1st school start times and detail other winter weather plans

Uvalde CISD posted this announcement on it’s Facebook Page:

2-Hour Delay on 2/1/23

Uvalde CISD has decided to delay the start of school on Wednesday, February 1st. This decision is based on the inclement weather forecasted for later this evening and possibly early tomorrow morning by the National Weather Service.
All classes will begin at 10:00 a.m. Bus pick-up will run 2 hours late; for example, if a student’s bus pick-up time is at 7:00 a.m. the delayed pick-up time will be at 9:00 a.m. UCISD Staff members are to report at 9:30 a.m. to their campuses or departments.
The delay in the start of school will not change the regular dismissal time. District staff will continue to monitor the weather and road conditions. Your support and understanding are greatly appreciated!
Due to forecasted inclement weather tonight and early tomorrow morning, KISD will have a 2 hr delayed start time for Wednesday, February 1, 2023. Bus routes will run 2 hours later than normal and breakfast will not be served. Please be careful on your way to school.
Delayed start:
Due to inclement weather later this evening and possibly early tomorrow morning, we will have a 2-hour delayed school start time for Wednesday. Buses will run approximately 2 hours later than normal, and school will begin 2-hours later. We ask that parents do not drop off their students at school prior to 2 hours before school starts as we may not have staff available to supervise the children. Due to the late start of school, breakfast will not be served today. Parents if you are in an area where you feel it is unsafe to travel to school, please use your best judgment regarding sending your student to school. If you choose to keep your student at home, please send a note to the school office as you normally would do when they are absent; this absence will be excused with a parent note.

In an overabundance of caution Utopia ISD will conduct a later start Wednesday, February 1, 2023. At this time buses will run two hours later than the normal time and school will begin at 10:00 AM. In the event school must be cancelled or delayed due to inclement weather, public notifications will be sent through the Utopia ISD Website, Utopia ISD Facebook page, and the Utopia text, email, and voice call notification system. If you are receiving this notification, you are part of the Utopia ISD notification system.
