  During the citizens comments portion of the Tuesday, August 12th Uvalde City Council Meeting, R. Patrick Williams leveled harsh criticism against Uvalde Mayor Hector Luevano for calling into question the legitimacy of the Emergency Services District 3 Petition brought before the Uvalde County Commissioners Court Meeting on August 11th.

  “Yesterday,  Mayor Hector Luevano appeared before the Uvalde County Commissioners making a serious allegation against the Uvalde Volunteer Fire Department. He accused the department for submitting a flawed petition that, in his view, did not meet the requirements necessary to place the ESD before the voters, ” Williams said.

R. Patrick Williams is a longtime member of the Uvalde Volunteer Fire Department.

  Williams claimed that Luevano stated he was speaking not as Mayor but as a citizen, pointing out Uvalde County Judge Bill Mitchell introduced Luevano as mayor.

“Furthermore, it is noteworthy that the County Commissioners remain responsible for ensuring the petition meets all necessary standards.” Williams said.

 At approximately 12:17 p.m., the person whom first responders were searching for was located and pronounced deceased by Uvalde County Justice of the Peace Ernie Moore. The identity of the person is not being released until next of kin has been notified.
First Responders believe the individual was by himself at the time of the incident. Out of an abundance of caution, the river will continue being searched.
  R.R. 187 South will continue to remain closed due to water on the roadway.
We would like to recognize all the agencies who have and will continue working on the incident.

 Technicians will evaluate audio and radio communication at various siren locations, including Uvalde Industrial Park, Water Treatment Center, Jardin de los Heroes Park, 1700 N Camp St., and the downtown fire department.
Please be aware that this is a quarterly test, distinct from our monthly test, which takes place every third Monday of the month at 6 PM, also weather permitting.

These routine tests are crucial to ensure that our emergency alert systems are fully functional and can effectively warn the public in the event of a real emergency. Residents may hear a series of loud siren sounds lasting several minutes.

Please remain calm; this is just a test. If you have pets or small children, it might be wise to bring them indoors during the test to minimize any distress from the noise.

We appreciate your understanding and cooperation as we strive to keep our community safe.

The Uvalde Volunteer Fire Department and the Uvalde Police Department responded to a Sunday night blaze on South Grove that left an unoccupied single-wide trailer in ruins. The fire caused a large amount of smoke that was detected in the surrounding neighborhood north of the Cartender’s convenience store on 444 West Main Street.

The Uvalde VFD posted the following on its Facebook Page that same evening:

“At 7:52 PM on Sunday, the Uvalde Volunteer Fire Department responded to a fire in an unoccupied mobile home located in the 200 block of South Grove Street in Uvalde. Upon their arrival, firefighters observed heavy flames engulfing all sides of the structure. They initiated a defensive attack and swiftly brought the fire under control, followed by an interior search. The mobile home was vacant and lacked utility connections. The fire marshal’s office was notified.”

A resident of the area who claims to know the owner of the structure said the owner was in the process of trying to sell the trailer and that squatters had occupied the building previously. The resident also informed the Uvalde Hesperian that he received information authorities had detained or arrested a subject of interest later that night or Monday morning, December 30th, 2024.

  In a second-floor room located above the Uvalde Volunteer Fire Department’s station located on South Getty Street Heath Sutherland and about a dozen people, primarily UFD members and a few local citizens met Thursday evening, October 17th for a slide show presentation on the proposed Emergency Services District or ESD ballot item.

  If approved by the voters, a new taxing entity would be created providing tax funding for Uvalde, Knippa, Sabinal and Reagan Wells Fire Volunteer Fire Departments. The new ESD would cover most of Uvalde County barring the Concan and Utopia areas which are covered under ESD 1.

  Currently the Uvalde, Knippa, Sabinal and Reagan Wells fire Departments are funded by Uvalde County Commissioners and Uvalde VFD receives funding from the City of Uvalde. 

  According to Sutherland an ESD can impose a property tax to support or provide emergency services within the district and the property tax cannot exceed 10 cents per $100 property valuation.

  Each ESD has a board of five members appointed by the Commissioners Court and the board governs the amount of money each fire department receives. The Board and Commissioners Court approves the tax rate up to the 10-cent maximum.

If the ESD election is passed the money the County and the City are allocating the respective fire departments would go back to their respective budgets. 

“Our budget hasn’t really increased in I don’t know how long, and prices have gone through the roof,” Mclaughlin Jr. said. 

Aging Equipment

 Sutherland also stated the average fire truck age of a Uvalde VFD is 35 years. 

  By NFDA standards these trucks should be retired.

“Fleet maintenance is a major horn for us. There trucks are used a lot. They’re used hard. They require a ton of maintenance. They are required to use backups,” Sutherland said. 

   Individual Fire Fighter Equipment

  “The total cost per fire fighter is just under $18, 000. It’s extremely expensive.” he said. 

   Sutherland said the new ESD tax is roughly estimated to bring in about $2 million. 

   The ESD tax money would also enable the fire departments to attend more trainings and ultimately improve response times as additional stations could be built reducing response times,

   “We’ve always had great support from the community. Whether or not the ESD passes, we’re still going to do the best we can every time.” he said.

I recently saw something locally where someone thought it would be a good idea to advocate for “Professional” fire and rescue service here in our community.

    Hmmm, interesting considering Uvalde has long been known to have one of the better volunteer fire departments in the area and in the state. The annual budget for the Uvalde Volunteer Fire Department from the city is in the area of $500K and the county provides a very modest, but appreciated budget for the department. There are an average of 38 volunteers (a good portion are fully certified with well over 10 years of experience) and 3 paid firefighters who work 24/48 shifts.
    We have good equipment and our city insurance rating are very low. Now lets start a “Professional” paid department. Lets keep that 24/48 shift as it is most common. You will need about 4 shifts with eight to ten firefighters on each shift. so lets say 40 paid firefighters at $65,000 a year….that’s 2.6 million dollars and you can figure insurance, retirement and all of the other costs associated. Lets say its a total of 3.2 million for firefighters alone. Now lets get them in PPE at an average cost of $10,000 per firefighter because the paid rules are much different than a volunteers rules on PPE (Keeping these paid guys in PPE would equal the entire current volunteer budget).
    Because the rules are different for paid departments, got to go get and maintain more trucks at a average cost of $500K to 1 million plus per truck. Let’s build, maintain and power more stations now. Research shows for a city of 15 to 20K people, you could expect a $8 to $10 million budget for a fully paid “Professional” fire department. Don’t want your taxes to go up by a huge amount???
  Take care of your “Professional” Volunteer Fire Departments while you still have them and we have one of the best around when it comes to equipment, training and experience.

  On Monday morning May 13th at approximately 8:30 AM, an accident between an 18-wheeler and a SUV occurred on U.S. Highway 90 just west of the U.S. Border patrol checkpoint according to information obtained from Uvalde Volunteer Fire Department Chief Mario Rangel.

  A post on the UVFD Facebook Page states:

  UVALDE COUNTY – Uvalde Fire and first responders responded to a two-vehicle collision that included a semi-truck. The incident occurred at approximately 8:30 on Monday morning, 11 miles west of Uvalde on Highway 90. The SUV driver was transported to Uvalde Memorial Hospital by Uvalde EMS. The highway was temporarily closed following the crash.
