Uvalde County Tax Assessor-Collector Rita Verstuft speaks with Uvalde County Sheriff Rubin Nolasco at Monday; January 8th at the Uvalde County Commissioners Courtroom

   The Uvalde Hesperian spoke with Uvalde County Sheriff Rubin Nolasco Monday, January 8th, 2024 immediately following the Uvalde County Commissioners Court meeting where he was in attendance.  When asked about the status of the Uvalde County Courthouse fire which investigators have deemed to be intentionally set, Nolasco said, “It’s been stalled for now.”

   The fire was reported by an downtown bar and grill employee who had just gotten off work and called 911 approximately at 1:30 AM on Wednesday, August 9th, 2023.  The fire was isolated to the Uvalde County Tax Assessor-Collectors Office where Rita Verstuft, the Uvalde County Tax Assessor and Collector and her staff conducted business within the Courthouse. Five months following the blaze, the east facing exterior windows of the office remain boarded up and the Tax Assessor-Collector’s Office was moved to a temporary location across the street within a portion of the Uvalde County Elections office.

  In the days after the fire there were rumors that a video existed showing a suspect throwing an object into the window of the Courthouse early that morning but the Uvalde Hesperian was unable to verify this claim and no video has surfaced. 

  Previously, Sheriff Nolasco had stated there was a person of interest in the investigation and he had also stated that forensic evidence was being examined by the State Fire Marshal’s Office who was called in the next morning to assess the fire and scene.

Shoplifting reports at local retail businesses are up according to City of Uvalde Police Lieutenant Martinez.

He also added that petty crimes and property crimes in the area are up as well. When asked if he thought the spike in reports on these crimes are due to inflation, he said he did not think there was a direct correlation.

One month after the an overnight fire occurred at the Uvalde County Courthouse, the Uvalde County Sheriff’s Ryben Nolasco told the Uvalde Hesperian the department is waiting for the results of the forensic evidence obtained at the crime scene. He went on to say there is a person of interest.

In previous reports,  the Sheriff’s Department had stated the fire was deliberately set.

“I passed by there was multiple state troopers, guns drawn coming out of the back building,” Laura Hill said

  Between 3:30 to 4 PM this afternoon, the Uvalde Police Department posted on Facebook an alert about an report received about a male subject

seen enter a classroom at Dalton Elementary School and Texas Department of Public Safety had cleared the building.
  According to Uvalde City Councilman Hector R. Luevano,  he saw officers at the Dalton Early Childhood Campus approximately at 2 PM.
"I passed by. There were multiple state troopers, guns drawn coming out of the back building," Laura Hill said.
  At approximately 4:30 PM the Uvalde Hesperian received this statement from Texas DPS:
"Someone called 911 and reported seeing a male dressed in black walk into a classroom at Dalton Elementary.
Uvalde PD, DPS, and DPS CID responded and cleared all rooms and did not locate any intruders. No injuries reported."
At 6:30 PM Uvalde CISD issued the following statement about the incident to the media:
"On Monday, January 2, a school district holiday, the Dalton administration learned Uvalde Police Department received a report of a male subject wearing all black attempting to enter Dalton Elementary School. Uvalde Police Department Officers and Texas Department of Public Safety Troopers responded to the campus. Law enforcement searched the entire property and each classroom and found no evidence of anyone other than a teacher being in the building. We appreciate the swift action taken by both entities to address the report giving the all-clear for rooms and buildings.
  Upon review of camera footage, the individual was walking outside the fence and had left the property’s perimeter before the authorities arrived. The individual was not seen on camera footage on campus or entering a classroom. We are thankful this report was resolved without harming students or staff. We encourage community members, students, parents, and staff to report threats, inappropriate actions, or behaviors they witness immediately. This is one way we can all work together to keep our schools safe."
It is unclear why the Uvalde Police Department issued its first statement about the incident over an hour and a half after the incident was reported.
Also,  Was there an actual intruder on school property who gained access to a classroom or was suspect just someone walking on the perimeter of the campus?
Could the suspect who was reported to have been seen entering a classroom a teacher or a district employee? If the campus and a classroom was accessed,  how did that happen?

After the City Council Meeting outside of the Civic Center

   The citizen’s voices were filled with anger at Councilman Pete Arredondo at tonight’s City Council Meeting held at the SSGT Willie de Leon Civic Center. Approximately 75 community members attended the meeting, some carrying protest signs against Councilman Pete Arredondo who was not in attendance at tonight’s meeting. During the public comments portion of the meeting approximately 8-10 citizens spoke to the City Mayor Don McLaughlin and the panel of Uvalde City Councilmen seated at a long table on the Civic Center stage. 

   Most of the anger was directed at the newly elected City Councilman Pete Arredondo who had asked the City Council to approve a leave of absence from the City Council. Several speakers and people shouting from the audience demanded that the City Council deny granting Arredondo a leave of absence. According to information provided by City Manager Vince DePiazza under the City Council’s bylaws, an elected City Councilman who missed three consecutive city council meetings in a row without getting approval from the remaining city council members, then the council can act to remove that council member from the city council.

 After a preponderance of voices from the audience demanding the council deny Arredondo’s requested leave of absence, the council voted Nay for the leave of absence. By not allowing Councilman Pete Arredondo a leave of absence, he must attend one of the next two regular Uvalde City Council meetings and face the citizens in an open forum.

  Criticism was also leveled at Mayor Don McLaughlin and the Uvalde City Council for not allowing transparency of information from the ongoing investigation. 

  Don McLaughlin responded to the people in attendance saying he is vowing to work to start releasing as much information on the investigation to the citizens and family members of those slain at Robb School. “The gloves are coming off.” McLaughlin said. The Mayor also claimed he was being kept in the dark on the investigation being done by the Texas Department of Public Safety and was being “kept in the dark” by state officials. He also slammed Texas DPS Director Steve McCraw on focusing much of the blame on local law enforcement and not including Texas DPS and US Border Patrol officers in their role in the Robb School response. 

  Mayor McLaughlin also leveled strong criticism against 38th District Attorney Christina Busbee's office for blocking the disclosure of information obtained during the ongoing investigation.

  Due to the Mayor’s frustration in the Texas DPS investigation, McLaughlin said he met with President Biden on the Tarmac at Biden’s visit to Uvalde and asked him to get the US Department of 

Justice to start their own investigation. 

After the Uvalde City Council Meeting, the Mayor held a press conference fielding questions from the many reporters from out of town media outlets and from some local citizens. 

 Mayor McLaughlin’s words of  solidarity with the people of Uvalde in demanding transparency and wanting answers. The Mayor did conclude with saying he was truly sorry that the Robb School Massacre occurred and said if he could turn back the time to prevent that event from happening he would. 

 Not everyone attending was satisfied with the Mayor’s comments or actions at tonight’s city council meeting. An unknown man followed McLaughlin outside of the Civic Center outside after the meeting shouting, “Coward.”

The playfulness of the officers at the scene seems out of place for such a horrific crime scene

This disturbing video was taken between 1;15 Pm and 1:30 PM on the day of the Robb School massacre where 21 people and the gunman lay dead. A group of officers were witnessed fist bumping and laughing near the police perimeter. It is unclear if these officers were aware of what the incident was all about. Did they know an armed gunman had entered the school and killed 19 children and 2 teachers?  The attitude and emotions  displayed by the officers in the video raises many questions. Were these officers aware of the gravity of the situation?

  National media and international media were both inside the Harrell Auditorium and outside the auditorium as the press conference began at 12:30 on Wednesday, May 25th. Texas Governor Greg Abbott sat Center Stage next to Texas Lt. Governor Dan Patrick with Texas US Senator Ted Cruz standing behind the Governor. They were flanked on both sides by State and Local officials including Uvalde County Judge Bill Mitchell, Texas Senator Tracy King, and Uvalde Mayor Don McLaughlin and officials from US Border Patrol and Texas State Police. 

   The security to the event was somewhat tight as press passes were checked at the entrance to the parking lot and at the Harrell Auditorium front doors. 

   Inside the auditorium there were over 100 reporters, many seated. There were a row of large TV Cameras set up on tripods on the floor space between the front and rear seating areas. 

  Following remarks given by Governor Abbott, shortly after Lt. Governor Dan Patrick was introduced and a tall figure approached the stage standing right below the assembly of dignitaries. Democratic Candidate Beto O’Rourke stood staring at Governor Abbott shouting at him. 

  The seated reporters stood up as O’Rourke started shouting at Governor Patrick. O’Rourke said a few words to the stunned assembly. US. Senator Ted Cruz was the first to speak saying, “Sit down! You’re out of line!” 

“Let him talk! Let him talk!” a woman shouted from the audience. 

 Uvalde Mayor Don McLaughlin stood up and yelled, “Sir, You are out of line! You are out of line!”

  Another voice from the audience yelled, “Go Home! Go Home!”

  Law enforcement and the media converged on O’Rourke  Mayor McLaughlin shouted at O’Rourke,” I can’t believe you sick son of a bitch…” the next words of McLaughlin were unclear but it sounded like he said “making this political,”  O’Rourke was escorted out of the auditorium part way but started walking out on his own. 

  Such was a spectacle outside of the typical norm for Uvalde. 

  Governor Abbott spoke about the need for Mental Health Treatment and facilities and then later said the shooter was evil.   A reporter followed by asking, “Was the shooter mentally ill or evil?” Abbott repeated his statement that the shooter was indeed evil but mental illness may have led him to this evil.  

 After the press conference ended, the press were asked to exit the auditorium. 

For a good 45 minutes, dozens of reporters waited but aside from a few interviews being conducted most of the news personnel left.   

 

One news reporter encountered had just arrived from the UK traveling a long distance to get to Uvalde but arrived too late for the press conference.
