The building will be used by the County as a new location for the Uvalde County Center for Emergency Management.

  After convening in a private executive session, Uvalde County Judge Bill Mitchell and the Uvalde Commissioners Court announced plans to move forward on the acquisition of the American Lumber’s sales and distribution office located at 207 South Getty Street. According to information provided at the Commissioners Court Meeting, the closing date for the property is slated for March 10th, 2023. The building will be used by the County as the new location for the Uvalde County Center for Emergency Management.

According to Uvalde County Commissioner Ronnie Garza, funds from the Biden Administration (ARP) or American Rescue Plan Act of 2021 will be used to purchase the property. The Uvalde County Commissioners Court did not disclose the purchase price for the property at its Monday, February 27th, meeting

According to information on the Uvalde County Appraisal District’s website, the 2022 property value is assessed at $391,963. The 2022 Property Taxes paid are listed at $9,780.01

LAREDO- THE TEXAS DEPARTMENT OF PUBLIC SAFETY

“LAREDO- THE TEXAS DEPARTMENT OF PUBLIC SAFETY (DPS) is investigating a fatal crash that occurred on December 8, 2022 at approximately 6:00 am in the City of Uvalde. Preliminary investigation revealed the driver of a gray Toyota van was evading law enforcement on US 90 traveling east from Brackettville towards Uvalde. The Toyota van while evading, crashed into a tree located on Garden and Park Street. The driver sustained serious bodily injuries and was pronounced deceased on scene. DPS Troopers are further investigating this fatal crash,” officials from Texas DPS report.

DEL RIO, Texas – U.S. Border Patrol agents assigned to the Uvalde Station in the Del Rio Sector arrested a man convicted of murder, shortly after he illegally entered the United States, Sept. 13.

Agents from the Uvalde Station apprehended a group of undocumented migrants on Highway 90. All subjects in the group were transported to the Eagle Pass Processing Facility. Record checks revealed that one subject, Reggie Alfredo Larios-Lopez, 43, of Nicaragua, was convicted of multiple felonies, including murder, in 1996 in Miami and sentenced to four years of confinement. Larios-Lopez has been twice deported, most recently in June of this year.

As a convicted felon, he faces a charge of 8 USC § 1326 – Re-entry after Deportation, which carries a maximum sentence of up to 20 years in prison.

All subjects are processed in accordance with U.S. Customs and Border Protection policies.

  Uvalde Togetherness Day: A free event open to all families in Uvalde and the general public is closed to the press according to a sign at the entrance of the Uvalde County Fairplex and confirmed by a volunteer at the registration table at the event. 

  The Ecumenical Center for Education. Counseling and Health is advertised along with the Uvalde Together Resiliency Center on event fliers and signage as sponsoring organizations for the event.

   The Uvalde Hesperian called the two phone numbers posted on the Uvalde Togetherness Day event sign posted outside of the event as was told the organization would not be doing interviews that day but all families from Uvalde were invited to attend. 

  When asked about the “No Press” sign posted at the main entrance of the Uvalde County Fairplex, a volunteer for the organization explained she thought it was done out of respect for the families. 

  According to a Press Release from the Office of Texas Governor Greg Abbott, the Uvalde Together Resiliency Center was opened as of Monday, June 6th, 2022. 

  “Governor Greg Abbott today announced Uvalde County officials are opening a temporary facility for the newly created Uvalde Together Resiliency Center (UTRC) on Monday, June 6 to begin providing long-term support services for the community. Operated initially by the local district attorney’s office, the Center will offer ongoing mental health resources and other assistance provided by state agencies and local organizations for members of the Uvalde community impacted by last week’s tragic shooting at Robb Elementary School.

  ‘As the Uvalde community works to piece their lives back together, we must come together as Texans to provide the ongoing, comprehensive support needed to move forward from this terrible tragedy,” said Governor Abbott. “I commend County Judge Bill Mitchell, District Attorney Christina Mitchell, Mayor Don McLaughlin, and Superintendent Dr. Hal Harrell for establishing the Uvalde Together Resiliency Center as a single location to meet the needs of the community and provide easily accessible resources and support. Whether it’s counseling or assistance with insurance claims, the Uvalde Together Resiliency Center will be able to serve the community as it heals. Texans are a uniquely resilient people, but that doesn’t mean coping with grief and trauma alone. The State of Texas and local organizations will continue to offer the ‘”support the Uvalde community needs going forward.”’

“The UTRC will be initially overseen by the office of District Attorney Christina Mitchell and will operate through coordinated efforts between local support organizations and state agencies.” according to the press release from the Texas Governor’s Office. 

  The Ecumenical Center for Education. Counseling and Health was approved as a subcontractor for the Uvalde Togetherness Resiliency Center by the Uvalde County Commissioners Court on Monday, July 11ths, 2022.    38th Judicial District Attorney Christina Mitchell Busbee spoke on behalf of the agenda item to the Uvalde Commissioners Court. 

  The First Amendment of the United States Constitution states: “Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.”

Uvalde County Grant Writer Carl Esser addresses County Commissioners

The Uvalde County Commissioners voted to approve a resolution in support of Community Project Funding request at meeting on Monday April 11th, 2022.

Uvalde Country Grant Writer Carl Esser spoke on the court on the agenda item, He stated US Congressman Tony Gonzalez reached out to entities in the 23rd congressional district about an opportunity for agencies to request funding from the Department of Homeland Security. He requested the County Commissioners consider passing a resolution requesting one million dollars to be used for a new facility for the Uvalde County Operations of Emergency Management Center.

Currently, the Uvalde County OEM is housed inside of a hanger located at 201 Airport Boulevard on  Garner Field owned by the City of Uvalde. The hanger is 80 years old.

According to Esser, the deadline to submit an application for the federal grant is Thursday, April 14th, 2022.

Following the vote of approval for the County Commissioners resolution for the grant application, Esser appeared before the Uvalde City Council at their regularly scheduled meeting on Tuesday, April 12th, 2022.

Esser also appeared at the Sabinal City Council meeting on Monday Night, April 11th requesting council vote to support the Community Project Funding Request. According the Sabinal City Secretary, the resolution passed.

An agenda item was also presented to the Uvalde City Council to consider and approve a written resolution for the federal grant request. The text of that resolution reads:

“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UVALDE, TEXAS SUPPORTING THE SUBMISSION OF THE UVALDE COUNTY FISCAL YEAR 2023 (FY’23) COMMUNITY PROJECT FUNDING REQUEST TO CONGRESSMAN TONY GONZALES (TX-23); AND AUTHORIZING THE UVALDE COUNTY JUDGE TO ACT AS THE COUNTY’S EXECUTIVE OFFICER AND AUTHORIZED REPRESENTATIVE IN ALL MATTERS PERTAINING TO THE COUNTY’S PARTICIPATION IN THE COMMUNITY PROJECT FUNDING (CPF) REQUEST. “

Additionally the resolution text reads:

“WHEREAS, The Uvalde County Emergency Operation Center Department’s area of responsibility geographically, is covered under the joint Emergency Management Plan and Annexes which include the County of Uvalde, City of Uvalde, and the City of Sabinal as incorporated cities.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF UVALDE, TEXAS:

1, That the City of Uvalde supports the submission of the Fiscal Year 2023 Community Project Funding Request Program application being filed by Uvalde County with Congressman Tony Gonzales (TX-23) Office.

2. That the County’s application be placed in competition for funding under the Homeland Security Department Federal Emergency Management Agency, Emergency Operations Center Grants.

3. That the requests be for $ 1,000,000.00 of grant funds to provide for an Emergency Operation Center for Uvalde County, Texas.

4. That the Commissioners Court directs and designates the Uvalde County Judge as the County’s Chief Executive Officer and Authorized Representative to act in all matters in connection with this application and the County’s participation in the Fiscal Year 2023 Appropriations Submission.

5. That all funds will be used in accordance with all applicable federal, state, local and programmatic requirements including but not limited to procurement, environmental review, labor standards, real property acquisition, civil rights requirements and administrative activities. “
