News Article and Commentary by Diana Olvedo-Karau

On Monday, July 22nd, the Uvalde County Commissioners met in regular session with a full
agenda. All commissioners were present, and the County Attorney made a rare appearance.
After the prayer and pledge, the meeting began with three residents addressing the
Commissioners Court (Court). Two residents spoke about low water crossing washouts on CR 428 and CR 429.

Aide Escamilla, the Democratic Party nominee for Uvalde County Commissioner, Precinct 4,

Aida Escamilla Photo by Robinson

read a prepared statement addressing the recent low water crossing washouts. Escamilla’s comments were well written but stopped short of blaming the Court for the failure of the low water crossings on CR 428. Escamilla stated, “Today, I am not here to assign blame. My concern is, what happens next?” Escamilla asked the Court to pause the low water crossing projects “…until a qualified engineer can evaluate the design and provide recommendations for moving forward.”

Wayne Everett picture by Robinson

Wayne Everett, the Republican Party nominee for Uvalde County Commissioner, Precinct 4, also addressed the Court. Everett has regularly attended Commissioners Court meetings and repeatedly questioned the road and bridge work being conducted in Uvalde County. He has raised concerns about the need for the low water crossing project, how the project specifications were prepared, and whether the specifications were engineered—concerns that have repeatedly fallen on deaf ears. Everett stated, “We talked about these things, these
crossings before they ever started construction. We told you that these things would not work. You cannot dam a river up. So why did we put them in?”

Uvalde County Commissioner Precinct 4 Ronnie Garza- Picture by Robinson

Commissioner Ronnie Garza, the seated commissioner for Precinct 4, responded to the citizen remarks by saying that when Judge Bill Mitchell was alive, they had discussed the project and what Garza described as an antiquated Great Depression-era mentality about road washouts: putting up with the inconvenience of water over the road because there was no money in the
budget to fix the problem. Garza explained why the work was done and why residents should not have to deal with water over the road if the problem can be fixed. Garza stated, “We are not going to walk away from this because we owe it to the good people of Rancho Encino and Deer Valley to go out there and rectify this issue.”

Commentary: Why the Court’s Response Deserves Scrutiny

Diana Olvedo-Karau

Commissioner Garza’s remarks sounded rational and pragmatic on the surface, but they
deserve closer scrutiny. His repeated use of the phrase “antiquated mentality” seemed to
discount relevant local experience, even when that experience comes from people who
understand local roads and crossings.

Wayne Everett knows roads. Before managing local roads in Texas, Wayne Everett oversaw massive federal water and agricultural infrastructure projects. While the Montell bridge was his primary civil engineering project for Uvalde County, his broader career included two massive
undertakings in the American Southwest: The Pueblo Dam and Reservoir and Navajo Nation
Agricultural Infrastructure.
The washouts on CR 428 would not need to be rectified if the Court had seriously considered
Everett’s concerns before awarding the bids and approving the first change order for the
project.
If Uvalde County tax dollars mattered as much as officials claim, the projects would have been
engineered, not eyeballed.

Michael Robinson | Uvalde Hesperian

06-09-26

After decades of containment of the screwworm parasite that once decimated herds of U.S. cattle, and other animals, what factors contributed to the collapse of the systems in place that prevented migration of the Blowfly and its larva into the U.S?

According to the article, New World Screwworm: Rise, Fall and Resurgence,

from the American Science of Microbiology’s website, www.asm.org, it states,

“The exact cause of this breach is unclear but is most likely due to multiple factors, including interruptions in sterile fly production due to the COVID-19 pandemic and illegal cattle imports, as well as the challenges involved in surveillance of the gap’s difficult geography.”

As early as November 2024, a perfect Screwworm parasite storm outbreak was already brewing due to illegal cattle trafficking between some Central American countries and Mexico according to a news report by the Wildlife Conservation Society.

“Evidence directly links illegal cattle trafficking to the screwworm’s resurgence. Major screwworm outbreak hotspots closely mirror cattle smuggling routes identified in InSight Crime’s 2022 report, “Cash Cows – The Inner Workings of Cattle Trafficking from Central America to Mexico.”

The report also said, “Illegal cattle trade in Mesoamerica, the southern border of North America extending to the Pacific coast of Central America, follows transboundary routes starting in Nicaragua and passing through Honduras and Guatemala, before infiltrating Mexico’s food supply chain and reaching as far as the U.S. This unregulated cross-border movement has created a rapid corridor for the parasite, allowing it to travel nearly 700 miles—from the Nicaragua-Honduras border to Catazajá, Mexico—in just two and a half months. ”

U.S. relaxed border policies may have served an indirect catalyst for the spread of the New Worm Screwworm through Panama as the parasite was reported to follow the same Darian Gap route trod by migrant populations traveling towards the U.S.

In the Newsweek article, How a Favored Migrant Route Became Invasive Species Superhighway to US, it said,

“The Darién Gap, long a perilous route for millions of migrants traveling north toward the United States, has also become a pathway for the northward spread of the New World screwworm—a parasitic fly now challenging decades of containment efforts.

The flesh-eating fly, whose larvae burrow into the wounds of living animals, has surged north through Central America since 2022, recently reaching the Mexican states of Oaxaca and Veracruz—roughly 700 miles from the Texas border. Scientists and federal officials now warn that the screwworm could cross into the U.S. as early as this summer if containment efforts falter.”‘

Sterile Insect eradication technique

According to the ASM.org article is states:

“The search for an alternate preventive to chemical pesticide treatments began in the late 1930s with scientists working at the U.S. Department of Agriculture (USDA) Laboratory  in Menard, Texas. At that time, the screwworm was devastating livestock herds, including red meat and dairy supplies across the Southern U.S., Mexico, Central America and South America.

The article continues and states, “The first trial to eliminate NWS in the wild occurred in 1954 on the island of Curaçao, north of Venezuela. Within 4 months, the New World screwworm fly was successfully eradicated from the island. This success led to the adoption of the technique in the continental U.S., and C. hominivorax has been considered extinct there since 1966.”

(Uvalde, Texas) Under the lights of Uvalde Honey Bowl Stadium on Friday, May 29, the Uvalde High School Class of 2026 celebrated the culmination of years of hard work, growth, and perseverance as family members, friends, educators, and community supporters gathered to honor the graduating seniors.

The ceremony was broadcast live on UvaldeRadio.net, allowing friends and family near and far to share in one of the most significant milestones in the lives of the graduates.

The evening began with the presentation of colors by the Uvalde High School NJROTC, followed by a stirring rendition of the National Anthem performed by senior Mia Rios. Senior Class Chaplain Chloe Sotelo then delivered the invocation, offering gratitude for the journey that brought the graduates to this moment while also pausing to remember the 21 lives lost on May 24 and the healing that continues throughout the community.

“Guide each graduate with wisdom, courage, and faith,” Sotelo prayed. “Help us chase our dreams, stay kind and humble, and trust in the path You have planned for us.”

Principal Jorge Cerna welcomed graduates and guests with a heartfelt message that reflected on a unique bond shared with the Class of 2026. Cerna noted that he began his first year at Uvalde High School at the same time the graduates entered as freshmen, making the four-year journey one they experienced together.

“This class will always hold a special place in my heart,” Cerna said.

Drawing inspiration from sources ranging from Winnie the Pooh to Taylor Swift and Finding Nemo, Cerna encouraged graduates to define success not by titles or wealth but by character and compassion.

“No matter what happens in life, be good to people,” he reminded the class, adding one of the evening’s most memorable lines: “Life is not a race.”

Interim Superintendent Dr. Juan M. Hinojosa followed with a commencement address centered on integrity and perseverance. Before beginning his remarks, he asked graduates to look around at their classmates and reflect on the friendships and extended family they had gained during their years together.

While acknowledging that graduation marks the completion of an important chapter, Hinojosa emphasized that the ceremony was really the beginning of a new journey.

“Do everything with integrity,” he told the graduates. “Always be proud of the work that you do.”

Whether pursuing college, military service, trade school, or careers in the workforce, he encouraged students to remain accountable, persevere through challenges, and never forget their roots.

“Always be proud to tell them that you are from Uvalde, Texas,” Hinojosa said.

Salutatorian Sienna K. Mirelez delivered a thoughtful and often humorous address that explored the advice she received from teachers and coaches when preparing her speech. Rather than pretending to have all the answers about life after high school, Mirelez chose to learn from the adults who had helped shape her journey.

Among the lessons she shared were reminders not to fear change, to ask for help when needed, to balance responsibility with enjoyment, and to embrace new experiences.

One quote in particular resonated throughout her speech: “Do not take life too seriously. You will never get out of it alive.”

Mirelez also reflected on the importance of friendship and family while expressing gratitude to the teachers, coaches, and loved ones who helped her succeed.

As she closed her remarks, she encouraged her classmates to dream boldly and believe in themselves.

“Never let anyone tell you that you can’t,” she said. “Because you can.”

Valedictorian Gracie D. Flores followed with a deeply personal speech centered on gratitude, faith, resilience, and self-discovery. Looking back on the experiences that shaped the Class of 2026, Flores recalled the uncertainty of entering high school, the friendships formed along the way, and the challenges each graduate faced on the path to commencement.

“Always be proud of your story and your origin,” Flores told her classmates.

She urged fellow graduates not to compare themselves to others and reminded them that every student’s journey was unique.

“Continue asking yourself, ‘What do I want to become?'” she said.

Flores also offered heartfelt thanks to the Uvalde community, educators, friends, and family members who helped guide students to graduation. One of the most emotional moments of the evening came as she honored her parents and spoke about the sacrifices they made on her behalf.

Closing with a scripture from the Book of Joshua, Flores encouraged her classmates to face the future with courage and confidence.

“This is not just a goodbye to high school,” she said. “It’s a hello to everything we’re becoming.”

After Dr. Hinojosa officially certified that the Class of 2026 had fulfilled all graduation requirements, Principal Cerna presented diplomas to the graduates, prompting cheers and applause from proud family members throughout Honey Bowl Stadium.

Senior Class Secretary Emma Rodriguez then presented the class gift: a picnic table that will be placed in the school courtyard. Rodriguez explained that the gift was selected as a symbol of friendship, connection, and community.

“A picnic table brings people together,” Rodriguez said. “It encourages conversation, laughter, and connection.”

She expressed hope that future students would use the space to create memories of their own while remembering the legacy left behind by the Class of 2026.

Senior Class President Arianna Rodriguez delivered the farewell address, drawing laughter and nods of recognition as she reflected on the shared experiences that defined her classmates’ school years.

From counting down the days until spring break in sixth grade—only to find themselves unexpectedly entering virtual learning—to searching for the mythical “pool on the roof” as freshmen and eventually becoming senior leaders, Rodriguez painted a vivid picture of a class that grew up together through extraordinary circumstances.

“Everything eventually comes to an end,” she said. “But endings make way for new beginnings.”

Her message centered on embracing change while appreciating the memories and relationships that shaped the graduates’ lives.

“Be proud of how far you’ve come and excited for how far you’ll go,” she told the class.

The ceremony concluded with a benediction delivered by Senior Class Parliamentarian Logan Sendejo, who thanked God for the blessings, opportunities, and support systems that carried the graduates to this moment.

“You’ve held our hand in the toughest times,” Sendejo prayed.

Quoting Jeremiah 29:11, he reminded classmates that they each have a purpose and a future before them.

As graduates moved their tassels from right to left, signaling the official completion of their high school careers, cheers echoed across Honey Bowl Stadium and caps filled the air.

Though each speaker brought a different perspective, a common theme emerged throughout the evening: life’s journey is rarely predictable, but faith, perseverance, friendship, family, and community provide the foundation needed to move forward.

Again and again, graduates were reminded not to fear change, not to compare their journeys to others, and not to lose sight of the people and values that helped them reach this milestone.

For the Uvalde High School Class of 2026, commencement was more than a celebration of academic achievement. It was a tribute to resilience, a reflection on shared experiences, and a hopeful beginning to the next chapter of life.

And as the newest alumni walked off the field and into their futures, they carried with them a message echoed throughout the evening: be courageous, stay true to yourself, cherish the people who helped you along the way, and never forget where you came from.

Earlier this month on March 20th, 2026, the Uvalde Hesperian reached out to Knippa ISD about a possible accident that occurred involving a Knippa ISD school bus. The Hesperian received this report from Knippa ISD Police Chief Rube Rodriguez:

“On May 12, 2026 at approximately 0710hrs, we had a Knippa ISD School bus, that was transporting students to school, involved in a minor incident at the intersection of FM 1049 and East Main Street in Knippa Texas.

The incident involved a school bus and a pickup truck. None of the students on the bus had major injuries. The children were transported to the school where they were evaluated by the school nurse and their parents were contacted.

Three students that were on the bus were transported to a physician by their parents for further evaluation. No major injuries were later reported. The Uvalde County Sheriff’s Office is investigating the incident and once the report is given to me.”

Participants embarked on our Nature Academy outdoor exploration adventures along the Leona Walking Trail, enhancing their appreciation for the natural world. A veteran and National Honor Society members volunteered at the camp to assist campers with their projects.

Throughout the camp, attendees engaged in hands-on STEM projects, including building an electrical windmill. Creative expression flourished with fun arts and crafts, where children designed and built their own nature water rafts, nature hiking sticks, and birdhouses. Additionally, a mini basketball camp provided an opportunity for physical activity and teamwork. Participants enjoyed delicious food and snacks generously provided by our sponsors and donors, including FoxyCakes, Jenny’s Ice Cream & Snacks, and Starbucks.

We are excited to announce that our preparations for Summer Camp are underway. We look forward to offering even more thrilling adventures.

SFC Everardo (Lalo) Zamora, Veterans Services Officer pleaded with Uvalde County commissions this morning for getting an additional staff employee to help in assisting area veterans with obtaining Veterans Administration benefits including pensions for themselves and their eligible spouse. Zamora who has worked for the County for over 20 years with the County serving veterans fill out forms to receive V.A. benefits stated what he used to believe as part time work has grown into a full-time role.

Just prior to Zamora’s report, a citizen spoke and said Zamora is overworked. He went onto said, “The paperwork to get assistance from the Veterans is unbelievable.”

Zamora stated he as previously asked for an additional staff member to help him at the County’s Veterans Services office but was told that there is no money to hire another employee. When Zamora mentioned there was a grant available for the funding Zamora stated he was told he needed to fill out the grant application himself.

“The county has never helped me with a grant,” Zamora said,

In his report, Zamora said, in 2024, Uvalde County veterans received $23,000,926.

Later in the meeting, Emma Trimble asked if the court approved the requested employee Zamora for which Zamora had asked. Uvalde County Commissioner John Yeackle said the issue would be addressed in the next budget.

Uvalde County employs Carl Esser as its grant writer who applies for county grants to fund county services including the Uvalde County Sheriff’s Office, Uvalde County Emergency Services Office and other county departments.

Zamora stated he holds two Veterans Fairs events a year to help inform veterans of benefits for which they may be eligible.

He went onto say sometimes veterans come to see him for counseling or just to vent.

According to the Uvalde County Veterans Services website it lists the following services with which it provides help with:

An internal email from Uvalde CISD Chief of Communications and Human Capital Officer Anne Marie Espinoza which was sent to the District’s teachers and staff regarding the news of Superintendent Ashley Chohlis’ planned departure was leaked appearing on various Facebook pages earlier today.

For Immediate Release

Uvalde, TX – Superintendent Ashley Chohlis has announced her resignation from Uvalde Consolidated Independent School District (UCISD), effective April 7, 2026. After careful consideration, Superintendent Chohlis has decided to pursue new professional opportunities, marking the end of her tenure with UCISD.

During her time as Superintendent, Ashley Chohlis has been instrumental in leading the district toward significant achievements. Under her leadership, UCISD has seen a remarkable improvement in its financial stability, with the district’s fund balance now healthier. Academically, the district has progressed with the introduction of high-quality instructional materials and robust professional development programs for educators. The focus on data-driven instruction has set the trajectory to ensure that the academic needs of all learners are met effectively.

Superintendent Chohlis has also fostered strong community relations, strengthening partnerships that have expanded resources, including food distributions and a no-cost clinic. These initiatives have strengthened the bond between the district and the families it serves. Furthermore, improvements in data collection, analysis, reporting, and action planning have fostered an environment for student learning and growth.

“I am deeply grateful for the opportunity to serve the students, staff, and community of Uvalde,” said Chohlis. “None of these accomplishments would have been possible without the unwavering support and partnership of the brave individuals who bought into the mission for whom I am tremendously thankful. As I prepare to transition from this role, I remain hopeful for the district’s bright future and continued success.”

The district will initiate a search for a new Superintendent to continue the trajectory of excellence established under Ms. Chohlis’ leadership.

On Monday, February 2nd, Uvalde CISD Superintendent Ashley Chohlis was presented with 300 framed copies of the 10 Commandments by Emma Trimble, the Founder and President of Peace Ministries in the library at Legacy Elementary Schools. The Ten Commandments can be found in Exodus 20:2-17 and Deuteronomy 4: 61-12 in the Bible.

According to Trimble. Peace Ministries along with several donors, paid for the printing and framing of 300 Ten Commandment Posters which were donated to the district.

Uvalde CISD Trustee Erika Ayala Munoz joined Superintendent Chohlis at the presentation along with Uvalde CISD Chief of Communications & Human Capital Anne Marie Espinoza and Communications Manager Yvette P. Gomez and Legacy Elementary Principal Isidro Escamilla.

Trimble was accompanied by approximately a dozen supporters including Pastor Gilbert Limones of Casa El Shaddai.

According to Trimble, the framed prints are replicas of the red-granite monument on display at the Texas State Capitol in Austin.

Boxes containing the framed prints were opened and a large group photograph was taken followed by remarks by Superintendent Chohlis, and by Peace Ministries President Emma Trimble followed by prayers.

According to information learned at the event, the posters will be distributed and placed in all district classrooms by March 2026.

Texas Senate Bill 10 (S.B. 10) was passed by the Texas Legislature on May 28, 2025, along party lines and was signed into law by Governor Greg Abbott on June 21, 2025. According to Wikipedia and Senate Bill 10 House Committee Report Version Bill Text. S.B. 10 , the law requires public schools to display the Ten Commandments anywhere clearly visible. It also requires the display to be framed or a poster and include the exact text of the Ten Commandments provided in the law without alternatives. It must also be at least 16 inches (41 cm) wide and 20 inches (51 cm) tall. The law went into effect September 1st, 2025.

According to the Torah.com, it states: ‘The bill does not allow for just any version of the Decalogue but states that the text “must read” according to a particular version, namely the version developed in the early 1950s by the Fraternal Order of Eagles (FOE),[1] a not-for-profit group founded in 1898 that remains active today. On their website, they describe their mission as “uniting fraternally in the spirit of liberty, truth, justice, and equality, to make human life more desirable by lessening its ills and promoting peace, prosperity, gladness and hope.”

The Composition of the Text

Jenna Weissman Joselit, who has studied this subject most extensively, observes:

In an attempt to reconcile the three variant readings, to arrive at a version that would sit well with Protestants and Catholics, as well as with the Jews, the ancient biblical injunctions had been “rearranged” by a trio of latter-day Americans from the nation’s heartland,” the Torah.com article states.

According to an Associated Press article, Following the Texas Senate Bill 10 being signed into law, a group of families filed a temporary legal injunction that was approved by Texas District Court Judge Fred Biery which blocked the Ten Commandment Posters from being placed within certain districts in located in Houston and Austin. Uvalde CISD was not included in the injunction.

According to Karau, the committee’s objective is to help oversee some of the work of the city.

Karau stated she has been in conversation with City of Uvalde’s Director of Planning Susan Anderson and other city officials on the subject.

She stated the City has invested significant financial resources to build that shelter, referring to BARC, and to fund operations for the Center and asked the city not to dissolve the committee.

Karua added that it’s important for the city to have a mutual third voice regarding animal welfare decisions.

Uvalde City Manager Joe Cardenas spoke in response to Karau saying the city is following up the Animal Advisory Committee and is not thinking of dissolving the committee.
