AUSTIN, TEXAS –  In a major win for Texas farmers and rural communities, Senator Roland Gutierrez (D-San Antonio) announced $100 million in funding for a statewide low-interest loan program for farmers secured in the passage of Senate Bill 1, Texas’ biennial budget.

The program, which Gutierrez fought to fund, is designed to provide low-interest loans to help Texas farmers recover from financial strain caused by drought, tariffs, natural disasters, and other economic pressures.

“Our farmers are facing some of the toughest conditions in decades—from historic droughts to supply chain chaos,” said Gutierrez. “This funding is about survival. It’s about keeping Texas agriculture alive and protecting the people who fuel our state.”

Gutierrez, who represents parts of rural West Texas, said the funding came after months of pressure on budget negotiators to prioritize rural needs.

“Farmers are the backbone of Texas. We have to look out for them,” he said. “I asked this body for $50 million in March because of federal budget cuts that threaten farm assistance. Senate Finance Chair Huffman, President Patrick, and I worked hard to secure every dollar for our farmers. We produced $100 million to fund a low-interest loan program over the next biennium, so farmers can have that buffer when times get tough.”

State Senator Roland Gutierrez closed by emphasizing the importance of rural mental health. “Farmers commit suicide at 3.5 times the national average. It’s hard enough to access a physician in rural areas, let alone a therapist. We must fund lifelines like loan programs and the farmer suicide hotline. Our rural communities must know that someone is here, and they care.”

SB 1 passed with bipartisan support and will soon be on the Governor’s desk.

Firearms Are the Leading Cause of Death Among Children and Teens

AUSTIN – Today State Senator Roland Gutierrez led gun violence safety advocates in announcing a package of bills aimed at tackling the epidemic of gun violence in Texas. Gutierrez was joined by survivors and families of the victims of the Uvalde and Santa Fe school shootings.

“The survivors and families of these school shootings are the bravest people I know. They get up every morning on a mission to stop gun violence all across this state and country, to prevent any other parent from having to go through this nightmare. All they are asking for is common sense gun reform in our communities,” said State Senator Roland Gutierrez.

“The world watched in horror as a teenager slaughtered 19 children and two teachers with an AR-15 while cops stood by for 77 minutes. They weren’t scared of the kid, they were scared of that gun. We need to address this problem in a way that keeps our schools safe and respects our second amendment.”

Bills filed by Gutierrez today:

  • SB 1658 – Establishes universal background checks, emergency protective orders, and raises the age limit to purchase a firearm to 21 with exemptions for law enforcement and military personnel.
  • SB 1712 – Mandates safe storage of firearms and ammunition to prevent underage access.
  • SB 1710 – Creates a compensation fund for victims of gun violence in schools, $1 million per victim.
  • SB 1711 – Bans 3D-printed firearms.
  • SB 1656 – Establishes May 24th as Victims of the Uvalde Shooting Day, a state holiday.
Gun violence is the number one killer of children and teens in the United States, according to Johns Hopkins University. In Texas, firearms are used in nearly a third of all suicides and 80% of all homicides.

SB 2 Increases Taxes and Spends Taxpayer Money with No Oversight

AUSTIN – On Wednesday, the Texas Senate voted 19-12 to advance school voucher bill SB 2. The controversial bill aims to use public taxpayer dollars to fund private school tuition.

Despite a price tag of over $5.5 billion over the next five years, the bill provides the state no oversight of public taxpayer funds in private schools, and does not hold private schools to the same standards as public schools in many key areas, such as accommodations and safety.

“We know that school shootings happen in private schools as well, we’ve seen it in Tennessee twice. These private schools do not have to comply with anything that is a prerequisite of the School Safety Commission that we dropped over $100 million to, to make sure that our children are safe,” said Senator Roland Gutierrez, who witnessed the carnage of the 2022 Robb Elementary shooting in rural Uvalde, Texas.

Gutierrez criticized the bill for benefiting a handful of wealthy families at the cost of 5.3 million Texas students that will not be able to access or utilize these taxpayer funds, and filed an amendment that would open the program to and prioritize college and trade school students. The amendment failed.

In states where voucher programs have been established, many of the children who benefit come from wealthier families already attending private school, with families from poor communities utilizing vouchers at a lower rate. Studies in multiple states reveal that voucher programs do not lead to a consistent improvement in test scores for low-income students, and in some cases, vouchers have resulted in steep academic declines.

Gutierrez voted against the bill.

Texas Senate Passes immigration enforecement bill and $1.5 billion more for border barriers

Senate Bill 4 creates a state crime for unauthorized entry into Texas from a foreign country, a class B misdemeanor on first offense. The charge would increase to a state felony for a subsequent offense. It also permits a judge or county magistrate to order the migrant returned to a port of entry, but only after all identifying information is obtained and cross-referenced with state and federal databases.

AUSTIN, TEXAS – Last night, Texas Senator Roland Gutierrez debated against Senate Bill 3, an Operation Lone Star funding bill that expands Abbott’s border wall and death trap buoys, and specifically includes money for use in the community of Colony Ridge despite a debunked hoax of higher crime rates, and Senate Bill 4, a bill that would grant law enforcement officers wide-ranging powers to profile, detain, and deport Latinos and people of color.

Gutierrez introduced an amendment striking mention of Colony Ridge from S.B. 3, citing law enforcement testimony that Colony Ridge has lower crime than surrounding areas and that Governor Abbott should not be creating special session items from conspiracy theories.

“I think it is a disgrace that we sit here as stewards of this money, and tell the taxpayers of Texas that we’re going to blow $40 million dollars of their money on some hoax that the Governor elevated on his soapbox.”

“This is a community of Mexican U.S. citizens, and residents, and a community of immigrants from all across this country. And all of you sit here and you disgrace this country with language like this.”

Gutierrez also debunked Texas Republicans’ overall response at the Texas border and demonstrated why S.B. 4 is unconstitutional and only exacerbates challenges for Texans of color, immigration, and border security.

“What we’ve done at the border is add 400 yards of buoy in the shallow water where a woman and her child drowned. People are dying along the river and getting caught in this razor wire along the border.”

“All these migrants want to do is walk to a port of entry and claim asylum, but they can’t do that with this bill. They get slapped with a private trespassing charge and sent to jail. Federal law states if you come into this country, no matter where you come in, you can claim asylum for up to one year. This bill does not allow migrants to do that,” said Senator Gutierrez, stating that S.B. 4 will interfere with federal law.

“When a person arrives at the border, they sit down with a federal officer and they are asked if they are coming here for asylum. They get a ‘credible fear interview’ and in that scenario, the court or an immigration officer determines if there’s a credible threat to that person’s safety. But here, there’s no officer that’s doing that. This bill is going to be challenged on its constitutionality.”

Gutierrez asserted that S.B. 4 specifically profiles Latinos and people of color and fails to define the elements under which an officer could establish probable cause to determine whether or not a person is an undocumented immigrant.

“This bill creates a new crime for illegal entry into the country, where if an officer is driving down the road, and sees a bunch of brown people working on a roof, he could just stop and claim ‘probable cause’ to come and harass these people about their immigration status. There’s nothing here that says the cop has to suspect that they’ve committed some other crime.”

Senate Bill 3 passed 18-10 and Senate Bill 4 passed 17-11. Both will continue to the Texas House.

The Texas Legislature has done nothing on gun safety legislation all session long.

  Austin, Texas – This morning, State Senator Roland Gutierrez released a statement in response to HB 2744 being killed before reaching calendars. HB 2744 was authored by Rep. Tracy King and would have raised the age limit to purchase semiautomatic rifles to 21. The bill was voted out of the House Select Committee on Community Safety on Monday, but did not make it onto the House calendar by the 10:00 P.M. deadline on Tuesday, May 9th.

  “How dare Greg Abbott, Dan Patrick, Dade Phelan, Dustin Burrows and Ryan Guillen make these families live through this torture day after day. They lack any sort of fortitude to stand up and do something to keep our kids from being killed. Santa Fe, Uvalde, El Paso, and now Allen parents have showed up and pleaded with lawmakers who will cry with them one moment and stab them in the back the next,” Gutierrez stated.

  “We knew the children that died in the Uvalde massacre were braver than the DPS, but now we know that they were braver than these Republican lawmakers in the Texas legislature. They faced the end of the gun because these five men are too gutless to stand up to the gun lobby.”

  During this legislative session, Senator Gutierrez has authored commonsense gun safety legislation, which large majorities of Texans agree with, including gun safety, reckless gun sales, and restrictions on the purchasing age of semiautomatic rifles. All of which have been censored by Lt. Gov. Dan Patrick.

South Central, TX – Community Council of South Central Texas recently visited the US Capitol and Texas Capitol to advocate for the clients they serve. The group met with legislators and staffers from all 31 counties to discuss the importance of utility and weatherization programs, and to urge them to continue their support of those programs. 

During the visit, members of CCSCT shared personal stories and statistics with legislators to highlight the impact of programs geared to helping the most vulnerable members of the communities they represent. They also provided information on potential policy solutions and resources for legislators to consider.

It was a tremendous honor to represent CCSCT in Washington D.C.” stated Board Member Ramon Chapa, “… ‘in person’ meetings with legislative offices highlight the importance of their support in helping their constituents improve their quality of life through our community action efforts. Everyone on our team was happy with the outcomes of our meetings.”
