TEXAS – Texas State Senator Roland Gutierrez traveled to Chicago and Boston last week to sound the alarm for democracy in America, as the Trump administration commands Greg Abbott to find five congressional seats for him in a mid-decade redistricting that would gerrymander Texas’ congressional districts further.

Gutierrez first traveled to Boston alongside members of the Texas Senate Democratic Caucus. In a rally held on the steps of the Massachusetts State House, lawmakers from over 35 states rallied against weaponized redistricting schemes in commemoration of the 60th anniversary of the Voting Rights Act.

“Texas has always stood up against the federal government poking its nose in our business. But every time Trump calls for him, Abbott rolls over, sits, and stays like a good lapdog. The people of Texas deserve real leaders who get things done for Texas, not people who do Trump’s bidding in the hopes he’ll scratch their belly,” said Roland Gutierrez.

Gutierrez then traveled to Chicago to hold a series of private meetings with Texas House Democrats breaking quorum. House Democrats shared stories of threats against them, loved ones visited by law enforcement, and the struggle of being away from home.

“These brave men and women are fighting a raw power grab by an unpopular president who is struggling in the polls due to his failed handling of the economy, immigration, and the Epstein files. Trump has already shown us that he will do anything to evade accountability and amass more power. They’re here to sound the alarm–stealing five congressional seats in Texas is just the first step–and more states are next,” said Roland Gutierrez.

AUSTIN, TEXAS –  In a major win for Texas farmers and rural communities, Senator Roland Gutierrez (D-San Antonio) announced $100 million in funding for a statewide low-interest loan program for farmers secured in the passage of Senate Bill 1, Texas’ biennial budget.

The program, which Gutierrez fought to fund, is designed to provide low-interest loans to help Texas farmers recover from financial strain caused by drought, tariffs, natural disasters, and other economic pressures.

“Our farmers are facing some of the toughest conditions in decades—from historic droughts to supply chain chaos,” said Gutierrez. “This funding is about survival. It’s about keeping Texas agriculture alive and protecting the people who fuel our state.”

Gutierrez, who represents parts of rural West Texas, said the funding came after months of pressure on budget negotiators to prioritize rural needs.

“Farmers are the backbone of Texas. We have to look out for them,” he said. “I asked this body for $50 million in March because of federal budget cuts that threaten farm assistance. Senate Finance Chair Huffman, President Patrick, and I worked hard to secure every dollar for our farmers. We produced $100 million to fund a low-interest loan program over the next biennium, so farmers can have that buffer when times get tough.”

State Senator Roland Gutierrez closed by emphasizing the importance of rural mental health. “Farmers commit suicide at 3.5 times the national average. It’s hard enough to access a physician in rural areas, let alone a therapist. We must fund lifelines like loan programs and the farmer suicide hotline. Our rural communities must know that someone is here, and they care.”

SB 1 passed with bipartisan support and will soon be on the Governor’s desk.

AUSTIN, TEXAS – Following the Texas Senate’s passage of House Bill 33, known as the Uvalde Strong Act, Senator Roland Gutierrez (D-San Antonio) issued a response praising the bill’s intent but warning that it fails to address the root causes of the Robb Elementary School shooting and many of the systemic failures that followed.

“All of those cops failed to act for an hour and 17 minutes,” said Gutierrez. “I think this is a fine piece of legislation but under no certain terms should we have some Heroes Day story about law enforcement. I’ve seen hundreds of hours of those videos. Kids dragged in the hallway. Cops throwing up. Survivors crying for their mommies and daddies.”

The bill, passed Monday with unanimous support, seeks to increase coordination among law enforcement agencies during mass casualty events. Gutierrez, who has been a vocal advocate for Uvalde families, criticized the law enforcement response to the mass shooting and lack of accountability.

In the aftermath of the May 2022 massacre, the Texas Department of Public Safety under then-Director Steve McCraw repeatedly misrepresented key facts and have resisted full transparency about their role in the failed response to this day.

“Steve McCraw came into this room 30 days afterwards and told us the door didn’t work. That wasn’t true,” stated Gutierrez, recounting the story of a teacher who was initially blamed by the department for an unlocked door, which was later debunked.

The Senator also criticized the state’s reaction to the tragedy, noting that Republican leadership has failed in its care for Uvalde victims’ families.

“We need to do better on common sense gun safety solutions. We need to do better on how we treat people after these tragedies. We need to do better on victim’s compensation funds,” said Gutierrez, “These families got $1000 from the attorney general’s office. The lowest of any mass shooting in this state.”

Senator Gutierrez has introduced multiple bills to raise the minimum age to purchase assault weapons, establish red flag laws, and mandate transparency from law enforcement agencies—none of which have received a hearing in the GOP-controlled legislature.

“Let’s not kid ourselves,” stated Senator Gutierrez, “Until we get guns out of the hands of 18-year-olds, these semiautomatic assault rifles, this is going to happen again. Until we start holding law enforcement accountable in a real way, this is going to happen again.”

Roland Gutierrez has served as the Texas State Senator for District 19 since 2021, previously serving six terms as a member of the Texas House of Representatives and two terms as a San Antonio City Councilman.

AUSTIN – Today State Senator Roland Gutierrez led gun violence safety advocates in announcing a package of bills aimed at tackling the epidemic of gun violence in Texas. Gutierrez was joined by survivors and families of the victims of the Uvalde and Santa Fe school shootings.

“The survivors and families of these school shootings are the bravest people I know. They get up every morning on a mission to stop gun violence all across this state and country, to prevent any other parent from having to go through this nightmare. All they are asking for is common sense gun reform in our communities,” said State Senator Roland Gutierrez.

“The world watched in horror as a teenager slaughtered 19 children and two teachers with an AR-15 while cops stood by for 77 minutes. They weren’t scared of the kid, they were scared of that gun. We need to address this problem in a way that keeps our schools safe and respects our second amendment.”

Bills filed by Gutierrez today:

  • SB 1658 – Establishes universal background checks, emergency protective orders, and raises the age limit to purchase a firearm to 21 with exemptions for law enforcement and military personnel.
  • SB 1712 – Mandates safe storage of firearms and ammunition to prevent underage access.
  • SB 1710 – Creates a compensation fund for victims of gun violence in schools, $1 million per victim.
  • SB 1711 – Bans 3D-printed firearms.
  • SB 1656 – Establishes May 24th as Victims of the Uvalde Shooting Day, a state holiday.
Gun violence is the number one killer of children and teens in the United States, according to Johns Hopkins University. In Texas, firearms are used in nearly a third of all suicides and 80% of all homicides.

“It’s getting harder and harder for everyday working families to get by. The skyrocketing costs of groceries, health care, home and auto insurance have stretched Texans’ pocketbooks thin. It’s time that the state of Texas steps in and offers a public insurance option that will provide affordable, reliable coverage for everyone at a fraction of the cost,” said bill author State Senator Roland Gutierrez.

SB 2 Increases Taxes and Spends Taxpayer Money with No Oversight

AUSTIN – On Wednesday, the Texas Senate voted 19-12 to advance school voucher bill SB 2. The controversial bill aims to use public taxpayer dollars to fund private school tuition.

Despite a price tag of over $5.5 billion over the next five years, the bill provides the state no oversight of public taxpayer funds in private schools, and does not hold private schools to the same standards as public schools in many key areas, such as accommodations and safety.

“We know that school shootings happen in private schools as well, we’ve seen it in Tennessee twice. These private schools do not have to comply with anything that is a prerequisite of the School Safety Commission that we dropped over $100 million to, to make sure that our children are safe,” said Senator Roland Gutierrez, who witnessed the carnage of the 2022 Robb Elementary shooting in rural Uvalde, Texas.

Gutierrez criticized the bill for benefiting a handful of wealthy families at the cost of 5.3 million Texas students that will not be able to access or utilize these taxpayer funds, and filed an amendment that would open the program to and prioritize college and trade school students. The amendment failed.

In states where voucher programs have been established, many of the children who benefit come from wealthier families already attending private school, with families from poor communities utilizing vouchers at a lower rate. Studies in multiple states reveal that voucher programs do not lead to a consistent improvement in test scores for low-income students, and in some cases, vouchers have resulted in steep academic declines.

Gutierrez voted against the bill.

UVALDE, TEXAS – State Senator Roland Gutierrez will join the families of victims and survivors of the Robb Elementary School massacre Friday evening for a candlelight vigil to remember the 19 children and two teachers lost in the tragic Robb Elementary massacre.

In the two years since the school shooting, the Texas Legislature has not taken any meaningful steps to reduce gun violence or hold anyone accountable. In 2023, Senator Gutierrez introduced 21 bills to reduce gun violence and deliver justice to Uvalde families, with none being heard in the Republican-controlled Senate.

UVALDE, TEXAS – The Uvalde District Attorney’s office has summoned a grand jury to determine whether charges will be filed against law enforcement officials on-scene during the 77 minute catastrophic failure.

Uvalde State Senator and candidate for the United States Senate Roland Gutierrez said in a statement:

“There were 91 Department of Safety troopers on scene that day, who stood by and watched as children and teachers died, more in Austin who made the call to stand down.

“Yesterday’s D.O.J. report shows what we already know, the DPS response to Robb is a disgrace. This district attorney has not been any better, sitting on this investigation for two years and withholding justice and healing from this community, only taking action when the D.O.J. is in town.

“It’s a tragedy and injustice that state authorities continue to walk free after they stood down while 19 children and two teachers died. We are going to keep fighting for accountability for these 21 angels.”

 The national media returned to Uvalde in numbers reminiscent of the days immediately following the May 24th, 2022 Robb School tragedy to cover the U.S. Department of Justice release of its Critical Incident Report on the law enforcement agencies response as well official communications and reports of the event.

  Prior to the Official DOJ Press Conference, Texas State Senator Roland Gutierrez held a press conference on the Uvalde Downtown Plaza at 10 AM.

  Gutierrez took the opportunity to blast the Texas DPS actions at Robb Elementary School as well as level criticism against Texas DPS Chief Steve McCraw.

  An official press conference was held inside the Weber Auditorium at the Herby Ham Activity Center at 11 AM on Thursday morning. The press conference was originally scheduled for 1:30 PM but officials changed the time to just an hour or two before 11 AM. Prior to the DOJ press conference where U.S. Department of Justice Attorney General  Secretary Merrick Garland spoke to a nearly full room of mostly reporters and also some citizens who attended the event.  Following Garland’s remarks,  Associate Attorney General Vanita Gupta addressed the press from the official podium. Gupta was followed by Director Hugh T. Clements, Jr. of the Office of Community Oriented Policing Services (COPS Office) who also spoke.

  The Uvalde Hesperian did not receive official word about the press conference time or location until an hour before the start time which originally was scheduled for 1:30 PM  A source informed the Uvalde Hesperian about 8:30 AM Friday morning a large number of media was seen gathered outside the Herby Ham Activity Center. When Hesperian called and spoke to the Center Director Amy Coleman and asked what was happening, she said, “I cannot tell you.”

  According to a Facebook comment by Uvalde City Councilman Chip King, the DOJ press conference was not open to the public. However, inside the Weber Auditorium, there were seats available for the public behind the seats reserved for the press.

  In his opening remarks, Garland said, “Last night, I met with some of the survivors and the loved ones of the victims of the horrific mass shooting at Robb Elementary School. I came here to tell them that the United States Department of Justice has finished its Critical Incident Review.

  In undertaking this review at the request of the then-mayor, the Justice Department committed to using our expertise and independence to assess the law enforcement response to the shooting, and to provide guidance moving forward.

  Following the official DOJ Press Conference, another impromptu press conference occurred outside of the Herby Ham Activity Center under the covered driveway outside of the main entrance where several Robb victims family members spoke to the press expressing their anger and frustration about the failures of law enforcement officials on May 24th, 2024.
