The legislation is named in memory of Kate Steinle, a 32-year-old woman tragically shot and killed by an illegal alien who had several felony convictions and had been deported from the United States five times. This bill would amend federal law to impose a mandatory minimum sentence of five years for any person who has multiple convictions, or a conviction for an aggravated felony, who enters the country illegally. The bill is co-sponsored in the Senate by Sens. Tom Cotton (R-Ark.) and Chuck Grassley (R-Iowa) and in the House by Reps. Neal Dunn (R-Fla.), Jeff Duncan (R-S.C.), Bill Posey (R-Fla.), Kevin Hern (R-Okla.), Doug LaMalfa (R-Calif.), Doug Lamborn (R-Colo.), Tom Cole (R-Okla.), Marjorie Taylor Greene (R-Ga.), Glenn Grothman (R-Wis.), Mary Miller (R-Ill.), Ryan Zinke (R-Mo.), Greg Steube (R-Fla.), Dan Crenshaw (R-Texas), Brian Babin (R-Texas) and David Krustoff (R-Tenn.).

About the reintroduction, Sen. Cruz said, “Eight years ago, when I first introduced Kate’s Law, I was just as shocked and dismayed that Kate Steinle was killed by an illegal felon who had reentered the U.S. as I am today. Almost a decade has gone by since this shooting and we have yet to strengthen federal law to prevent a tragedy like this from recurring. The first time this legislation was stopped by Senate Democrats, I vowed to continue fighting for Kate’s Law, and I am proud to introduce this legislation once again to prevent aggravated felons from preying on innocent Americans.”

  Rep. Bice said, “Earlier this year in Texas, an individual who had been deported four times killed five individuals, proving the extensive flaws in our immigration system. Under the Biden administration the southern border is completely out of control, with record breaking crossings occurring every month. In Fiscal Year 2022, CBP arrested 12,028 individuals with criminal convictions. This legislation would impose tougher criminal penalties against illegal immigrants who have committed violent crimes, and those who illegally reenter the United States after previously being deported.”

  Sen. Cotton said, “Illegal immigrants who re-enter our country after deportation show a knowing and willful disregard for our laws. This bill will ensure that illegal aliens who return to the U.S. face serious prison time.”

  Sen. Grassley said, “We need tougher penalties for individuals who re-enter our country illegally, especially those who do so with a long rap sheet to their name. It’s dangerous and unjust to let these criminals off the hook. I hope Democrats will wake up to the reality at our southern border and drop opposition to this bill. The safety of American citizens depends on it.”

Fort Clark Residents advised to stay inside and lock all doors

  A bailout occurred at approximately 11:35 AM on Christmas Eve just south of Brackettville on FM 131 as four to 5 suspects fled into the brush country, according to a report by DPS officials.  At about 4:30 PM DPS officers and other law enforcement officials were seen inside the Fort Clark Springs community with a number of officers dressed in camouflage carrying AR style rifles heading west to search a brushy area west of Sunset Lane. A drone was seen hovering over the area.

   Residents were advised by the Kinney County Sheriff’s department to stay indoors and to keep their doors locked. Despite the warning, The Uvalde Hesperian saw a female in her 20’s-30’s jogging on a main road through the Community. When asked if she was aware of the police search, she said she was. 

   The Kenney County Sheriff’s Office issued the following statement on Facebook about noon:

  “Law Enforcement ended a pursuit of a vehicle on highway 131 towards Brackettville, Texas. All occupants absconded on foot towards the back end of Ft. Clark Springs. All occupants are to be considered armed and dangerous. Stay in doors and keep all doors and vehicles locked. Updates will follow. Call 911 if any suspicious persons are seen.”

   A following update was later posted, by the Kinney County Sheriff’s Office:

   “Chief Deputy Garcia: TX DPS, Kinney Co Sheriff’s Deputies and US Border Patrol will remain in the area searching for the suspects. A large perimeter has been set and several groups of offices are on the ground searching for the suspects. Law Enforcement is considering the suspects to be armed and dangerous. Keep all doors locked and secure. Call 911 if you see any suspicious persons. Area of concern is Fort Clark Springs and the surrounding area to include the City of Brackettville. Total at latge (sic)is 5. Updates to follow…”

   The Texas Department of Public Safety issued the following report that afternoon about 5 PM:

  “Following a pursuit, driver came to a stop where he fled the scene with approximately 4-5 individuals believed to be undocumented. Unknown if the driver was documented. 

A Texas DPS vehicle seen turning onto Sunset Lane inside Fort Clark Springs

The driver and passengers crossed into a brush field where (a) trooper reported gun shots were heard.

   Trooper stopped chasing the group and called for assistance. Several agencies including DPS aircraft, DPS K9, Game Wardens, County SO and others responded. Trooper was not injured and did not shoot back.” 

 As of the morning of December 25th, Christmas Day, no additional information has been issued on the status of the search.

On Wednesday, June 8th, 2022. Uvalde CISD Marketing and Communications Director Anne Marie Espinoza issued a report on the Bateville School’s Facebook Page about the campus being put in lcokdown status due to a police chase and subsequent bailout of fleeing suspects in vicinity of the campus.

  A bailout occurred after a police pursuit led to the Walmart Parking lot located at 3100 East Main Street in Uvalde Walmart at about 7:00  PM Tuesday evening on April 19th,2022 according to City of Uvalde Police report posted on the department’s Facebook Page, 

  The post headline read: “Vehicle Bail Out, Large Police Presence, Avoid the Area|

  The post continued, ”Officers are in the vicinity of Walmart 3100 E Main St. in reference to a vehicle bailout. Multiple suspected undocumented individuals evaded from officers and ran inside Wal-Mart. Officers are conducting an extensive search of the store and are locking down all entrances & exits. We ask the public to report any suspicious activity or persons to 911.

  UPDATE @ 8 PM – All undocumented individuals were taken into custody and officers have cleared the scene. We appreciate the community’s cooperation and assistance.

UPDATE @7:25 PM – Driver is in police custody and officers continue to search the store. Walmart remains in a locked down status.”  

A nearby employee named Dominique who was at work at the time of the incident saw the vehicle enter the Walmart Parking lot circling around the main parking area.

Governor Greg Abbot just spoke at live news conference at 3 PM today held in Weslaco after a coming to Uvalde for a roundtable discussion at noon today at the Uvalde County Fairplex with elected officials from Uvalde County as well as several surrounding counties including, Real, Zavala, Edwards, Kenney and Frio County. Governor Abbott came to Uvalde to discuss and address local issues including migrant foot traffic, bail-outs and migrants being dropped off in Uvalde according to Uvalde Mayor Don McLaughlin in a phone interview.
Don Mclaughlin said one of the new actions the State of Texas would be doing to help Uvalde would be to provide bus transportation for migrants being dropped off in Uvalde alleviating the expense from local monies being used to fund buses to transport migrants out of town to San Antonio.
McLaughlin stated many of the migrants coming to Texas and the United States are single men rather than families who are coming without any means of support and cannot legally work in the US.
From Governor Abbott’s meeting with local and county officials
in Uvalde which lasted about 2 hours, according to McLaughlin, Abbott boarded a plane to Weslaco where he was scheduled to speak at a live news conference at 3 PM the same day.
At the news conference, Abbott said the State of Texas would start arranging bus transportation for migrants and would start sending the busses full of migrants to Washington D,C. Later, when asked what would be the first destination for the buses, Governor Abbott said, it would be the steps of the U.S. Capitol.
Abbott the State of Texas would implement several news strategies in responding to the migrant crisis at the Texas border including the following:
New Enhanced Safety Inspections of vehicles entering the United States at International border crossings. Abbott said this action would dramatically slow traffic into the United States from Mexico.
  • State to provide busses to local officials to transport migrants to Washington D.C.
  • Governor Abbott and Mayor McLaughlin both mentioned the end of Title 42 in May. Last Friday, President Joe Biden announced the his administration plans on ending the Title 42 policy at the end of May 2022.
  • State to Light Migrant Routes neat the International Border at Night
  • Texas to add boat blocade to Rio Grande River ; Razor Wire or Concertina Wire near the Rio Grand River’s edge
  • State to provide riot gear tp Texas DPS and National Guard Members.
“WHAT IS TITLE 42?
Title 42 is part of U.S. health law, specifically Section 262 of U.S. Code Title 42 which prohibits entry into the United States when the Director for Disease Control believes “there is a serious danger to the introduction of [a communicable] disease into the United States.” Essentially, depending on the health situation, the U.S. is able to prohibit entry to anyone except U.S. citizens, lawful permanent residents, and their spouses and children. “
According to a Fox News report, The Biden Administration announced on Friday April 1st, 2022 , it plans to lift Title 42 at the end of May 2022.

The Texas Department of Public Safety representatives held a local presentation attended by close to 100 persons at the Uvalde County Fairplex Thursday March 21st at 1PM.

The forums consisted of a PowerPoint slide show program with questions and concerns presented by area landowners to DPS officials. Numerous landowners voiced their situations and experiences dealing with migrant trespassing on their land and asked officials what is the proper way to respond to migrant encounters.

A tone of frustration could be heard from many of the comments and questions posed to DPS officials.
