  2024 has come to an end and as a community advocate, I am reflecting on politics in Uvalde County and how it will affect us into 2025. Take time to read these thoughts and remember, you have to look beyond the obvious.

    2024 was a presidential election year and in Uvalde County every person that ran for a county office, except maybe one individual, ran on the Republican ticket; after being lifelong Democrats. And almost every individual that ran for an elected office related to law-enforcement, and was present at the Robb School mass shooting, was elected to office.

   City politics had many ups and downs in 2024 beginning with Cody Smith winning the mayor’s race in November 2023 and resigning in April 2024, after defeating Kimberly Rubio, the mother of a child killed in the Robb School massacre. This placed the city council in a position of appointing Lalo Zamora as mayor pro tem, until a runoff election for the mayor’s position had Zamora defeated by Councilman Hector Luevano, a retired DPS officer.

    As happens almost every year, property taxes went up again. In the middle of all this, the Uvalde CISD petitioned the voters for an increased tax rate to help offset a $2 million deficit and Uvalde County commissioners approved a request by the Uvalde Volunteer Fire Department to petition the voters for the creation of an Emergency Service District, which would create another taxing entity. Voters said no to more taxes and defeated both propositions in the November 2024 election.

   The City of Uvalde closed out the year by considering a petition by the Carper Capt family and other investors for the creation of a Tax Increment Reinvestment Zone (TIRZ) to develop land surrounding the new Legacy Elementary School. The Capt’s donated the land for the new school, which provided a significant tax break for them and also created a burden for the City of Uvalde on how to deal with inadequate streets and infrastructure to handle expected increased traffic and growth in the area. So the perceived solution by too many on the city council is approving the TIRZ to pay for burdens created by accepting the donated land for the new school; thus allowing the Capt’s to develop the land for a profit. In a nutshell the Capt/investors get to use public funds for private gain.

   2025 will be an interesting year to watch in local politics, with the big question being, will Bill Mitchell run for reelection after being County Judge since 1987? There are plenty of people waiting in the wings hoping to take his place; but only if and when Mitchell decides to step down.

   Good old boy, status quo politics was alive and well in Uvalde County and looking to transition smoothly into 2025. Will Uvaldeans continue to sit back and do nothing to change this reality? I for one will continue to work towards change because it’s the only right thing to do. What about you?

At a public hearing following Uvalde County’s acceptance into the State of Texas Countywide Polling Program, Diana Olvedo-Karua spoke critically about the Uvalde County Elections Office failure to adequately inform registered voters of the change of two polling locations and how the Countywide Polling Program works.

“I was very surprised and very disappointed that the (polling) locations were announced right before the election,” Karau said.

Uvalde County Election Administrator Melissa Jones said, “There is a swath of people that made it to the Civic Center (to vote).”

Jones said that on election day, some of of the precinct polling locations within the County only had votes in the single digits

Rhonda Vigil blasted the Court calling the Countywide Polling Program illegal as it reveals how voters vote.

“Under the Constitution, this countywide voting is illegal at the State and Federal level,” Vigil said

She continued saying that many voters had no clue where to go and that the community does not know about Countywide voting.

Vigil continued making the claim that a non-citizen with a green card was allowed to vote with an ID.

Judge Mitchell informed Vigil she was then speaking off topic and her public speaking time was revoked. Vigil defiantly kept speaking saying, “This is my court.” Mitchell then summoned the court bailiff to remove Vigil from the Courtroom but Vigil sat down before the officer could approach her.

Jones countered Vigil’s claim citing the the non-citizen in question was provided a provisional ballot and that when the ballot board reviewed the provisional ballots, the non-citizens vote was rejected.

Uvalde County Commissioner John Yeackle disagreed with Karau and Vigil.”Countywide voting worked out perfectly. Where ever you showed up, you could vote,” he said.

Where was Uvalde County Republican Chair, Charlie Downing on Monday, July 29th when the Uvalde County Commissioners held a special meeting to push through approving to apply to be part of the Countywide Polling Program (CPP)?

  The previous week at the Commissioners regular meeting, the motion by Commissioner Bates to approve the application failed, due to lack of a second on the motion. Commissioners Yeackle and Garza were not in attendance and Commissioner Pargas chose not to second the motion. So, County Judge Bill Mitchell decided to call a special meeting to force the issue to get the action approved.
  The special meeting drew a number of citizen voters, with the majority of those in attendance and who spoke, opposed to the CPP. Absent from this meeting was Republican Party Chair, Charlie Downing. Why?
  Downing had a responsibility, as the County Chair, to his fellow Republicans who spoke against the CPP. The individuals who spoke against the action are conservatives, some Precinct Chairs in the Republican Party; that by majority, oppose this action. It is commendable that so many citizen voters showed up and spoke out, that was very important. However, their opposition to the CPP would have borne more weight if Downing would have been there to make the public comment, as the position of the Uvalde County Republican Party (Party).
 Individuals in the Party can have their personal opinion, but the power of the Party is in the majority of the opinion of the Executive Committee, which opposes the CPP. The Executive Committee is the authority of the Party, not the Chair. But the Chair should be the voice of the Party, and Downing appears to not be willing to be that voice. This does not require the Chair to bend to the will of any one individual. But it does require the Chair to be the leader that was elected to represent the will of the Party.
Less than two months as Uvalde County Republican Party Chair, Downing has already dropped the ball!  What can the Uvalde County Republican Party expect from Downing moving forward?

Uvalde County Commissioners act like the decision on whether or not to apply for the County Wide Polling Program for elections cannot wait until after this election cycle. Why?

We are in the middle of a historical presidential election with very little time to make changes to the system and assure that the system will perform as required, or even adequate time to advise the voters of this change.

The Uvalde County Elections Office has done a very poor job of disseminating information to the voters before elections, during elections and after elections.

Year after year, this has caused some voters to be turned away on election day because they are required to vote at their polling location on that day and the voter is not aware of that rule.

One commissioner I spoke too uses this as the basis for supporting the effort to approve this action; completely disregarding the fact that the problem is not the existing polling system.

It is the fact that the Uvalde County Elections Office does a very poor job of disseminating information to the voters during each election cycle, so that every voter that wants to vote, can vote.

  Uvalde County Attorney John Dodson filed an incident report against City of Uvalde resident Diana Olvedo-Karau over a Facebook post she made where, according to the report,  Dodson stated he currently entered his candidacy for re-election for Uvalde County Attorney. Dodson claims Karau posted his residence on social media (Facebook and YouTube)  and he is concerned that may cause issue or put his life and family in harm.

  In a Facebook post by Diana Olvedo-Karau on February 18th, 2024, Karau wrote,

  “Craig Garnett, Uvalde Leader News, chose did not ask my question; not surprised.

BUT, the day after the debate I received a call from a Corporal Hill with the Uvalde Police Department advising me that John Dodson had filed a police report stating that I had violated Penal Code 42.074.

Hill went on to state that Dodson did not want to file charges (I don’t believe that can happen without due process), but that Dodson wants me to take down this FB post. Hill framed his remarks to me in a manner that left me believing that this was an effort to use power & authority to intimidate me into removing this FB post.

  After the call from Hill I reviewed the statute and found that in his remarks to me, Hill had left out an important part of the statute , ‘with an intent to commit or incite harm’. I called Hill back to make it clear for his police report that my intent with this post is to establish the fact that Dodson does not live in Uvalde County, a prerequisite for running for this office.

I have requested the police report for Case #346610.

I have spoken to an attorney to seek legal advise on the issue.

I WILL NOT take down this FB post.

I will not be intimidated by abuse of power!”

  The offense/ incident report obtained by the Uvalde Hesperian on February 26th from the Uvalde Police Department through a public records request. In the report, an incident synopsis was filed by Cpl. R. Hill #315 of the Uvalde Police Department. 

Cpl. R. Hill stated the following in the offense/ incident report:

“John located the Texas Penal Code Section 42.074 Unlawful Disclosure of Residence Address of Telephone Number which is a Class B Misdemeanor unless injury occurs which would then enhance
to a Class A Misdemeanor. John was able to provide a screen shot from YouTube which showed Diana’s name listed as the subject who made the public post which included John’s address. John
stated he did not wish to pursue charges for the current incident and only requested for law enforcement to make contact with Diana and advise her to remove John’s address from social media.
John was issued a business card with a case number and was informed to send the screen shot he provided to my work email listed on the business card. John was informed I would attempt to make
contact with Diana in regards to the current incident and contact him back shortly.

    I then departed location and made contact with Diana Olvedo-Karau via telephone using the department telephone, who was informed of the reason for the contact. Diana stated she was aware of

John Dodson’s address being posted on social media. Diana was informed of the incident being a Class B Misdemeanor unless injury occurs which would then enhance to a Class A Misdemeanor.
Diana was informed of John not wishing to pursue charges towards her for the incident and only requested for law enforcement to speak with Diana and advise her to remove John’s address from
social media. Diana was provided with the penal code and the charge as Texas Penal Code Section 42.074 Unlawful Disclosure of Residence Address of Telephone Number. Diana stated she reviewed
the penal code and stated the statue states ‘with the intent to cause harm or threat to the individual’, which she stated she did not have any intent to cause harm or threat John. Diana was advised of
John’s only concern being he could be harmed or threatened due to her posting his address on social media. Diana was informed of John asking her to remove his address from each post she posted,
which Diana stated she would do so. Diana was issued a case number and was informed to contact the Uvalde Police Department if she has any further questions or concerns regarding this matter.”

The report ends with a supplemental report. It reads:

“Case# 346610
Supplement by Detective Jessica Zamora #834
Due to Dodson not wishing to pursue charges against Karau this case will be closed out and will not be
further investigated. “

The Uvalde Hesperian met with Diana Olvedo-Karau on Monday, February 26th.  She stated she never told Officer Hill she would remove the post as written, but rather told him, she would consider removing the address.”

Karua added she spoke with an attorney and the attorney said she did nothing unlawful.

She went on to say she told Officer Hill “I did not post the information to cause or incite harm but to establish the fact that Dodson does not live in Uvalde County.”

Karua said she believes the report was incorrect and she has filed a public information request for the audio of the telephone conversation. 

The Uvalde Hesperian sent an email to Uvalde County Attorney John Dodson on February 16th, 2024 offering him an opportunity to provide a comment or a statement.

Sec. 42.074. UNLAWFUL DISCLOSURE OF RESIDENCE ADDRESS OR TELEPHONE NUMBER. (a) A person commits an offense if the person posts on a publicly accessible website the residence address or telephone number of an individual with the intent to cause harm or a threat of harm to the individual or a member of the individual’s family or household.

(b) An offense under this section is a Class B misdemeanor, except that the offense is a Class A misdemeanor if the offense results in the bodily injury of:

(1) the individual whose residence address or telephone number was posted on a publicly accessible website; or

(2) a member of the individual’s family or household.

(c) This section does not apply to a public servant who posted information described by Subsection (a) to a publicly accessible website in the performance of the public servant’s duties as required by or in accordance with state or federal law.

(d) If conduct that constitutes an offense under this section also constitutes an offense under Section 36.06(a-1), the actor may be prosecuted under either section but not both.

  As 2023 comes to an end, the 2024 election campaigns will go into full gear. In Uvalde County, for the first time in more time than anyone can remember, the Republican ticket will have a record number of candidates vying for several important offices.
  As a conservative, it certainly would be a cause for celebration that so many individuals have stepped up to run on the Republican ticket. However, for many of us, it is a concerning reality, as several of the candidates running for these seats are identified as “Hard Democrats” by the GOP Data Center. These candidates include John Yeackle, Roy Kothmann, Emmanuel Zamora & John Dodson.
So are these individuals running on the Republican ticket because they’ve actually seen the light and recognize the error of their political ways? Or are they running on the Republican ticket because it’s a presidential election year and we all know during presidential election cycles more people vote, and most of them vote Republican in Uvalde County? 
The March Primary will decide who will serve as County Commissioner for Precinct 1 and 3. Who will serve as County Attorney. Who will serve as County Sheriff. Will Uvalde voters re-elect the incumbents who failed this community before and after May 24, 2022? How will Democratic voters who have voted the incumbents into office, vote in the Primary?
Uvalde voters, please vet your candidates. The last candidate I want to see elected to office is one that is a career politician, a liberal conservative, or one that is really a Democrat running as a Republican.

When you live in a small town where everybody knows each other, you usually assume the best of people.  We do this, because these are our coworkers; we attend the same churches; we shop at the same stores; and these are our neighbors.  Not to say we don’t have town gossip; town drama or town politics; but most of us try hard to be civil, if not gracious, in our interactions with each other.  So imagine my surprise when at the July 10th Uvalde County Commissioners meeting, one of our own neighbors and an elected official accused a group of Uvalde County citizens attending the same meeting of sowing seeds of fear; being Facist and compared us to Hitler and Mussolini”!  I sat in that Commissioners Court Room that day and felt appalled on the one hand and mad as hell on the other!

  How dare Carlos Lopez, the Uvalde County Democratic Chair denigrate grandbaby rocking grandmothers, God fearing followers of Jesus Christ and people who love their country and community.  How dare Carlos Lopez use valid citizen concerns as a political gaslighting ploy to defend his position on the matter at hand.  How dare Carlos Lopez have no shame!
  Every person that stood on the opposite side of the “argument” to Carlos Lopez position who spoke that day, addressed the issue.  Carlos Lopez however gave a speech framed straight out of the liberal left handbook, Rules for Radicals by Saul Alinsky and he used these tactics found in the book to spew his rhetorical vitriol.
  RULE 5: “Ridicule is man’s most potent weapon.” There is no defense. It’s irrational. It’s infuriating. It also works as a key pressure point to force the enemy into concessions. (Pretty crude, rude and mean, huh? They want to create anger and fear.)
  RULE 12: Pick the target, freeze it, personalize it, and polarize it.” Cut off the support network and isolate the target from sympathy. Go after people and not institutions; people hurt faster than institutions. (This is cruel but very effective. Direct, personalized criticism and ridicule works.)
  In a nutshell, Alinsky teaches to play dirty.  In a nutshell, Lopez played dirty.  All Carlos Lopez did, in classic left leaning style, was shift the focus of the conversation from the Elections Voting Systems vulnerabilities, which was the issue being presented.  To insulting hardworking, upstanding, taxpaying citizens of Uvalde County, that happen to also be conservatives.  I say to Carlos Lopez, and those of like mind; weak  minded, manipulative people always resort to name calling because they can never argue the facts or the truth.
  The saddest part of this whole experience was the fact that the Uvalde County Commissioners did what they do best.  They gave lip service to its citizens and then voted to maintain the status quo

  The Uvalde County Republican Women met on Thursday, June 22, 2023 for their regular monthly meeting.  There was a great turnout of members and guests that participated in an educational presentation and spirited discussion on the topic of Election Integrity.
   Jarrett Woodard was one of the presenters, invited back to once again share with new members and visitors on the issue of Elections Voting Systems.  The group also heard, via video, information on the outsourcing of elections to private corporations.  A practice that is making elections vulnerable to being compromised.
  The 4 areas that can be comprised in an election when the practice of outsourcing to private corportions exists:
Voter Registration – Controls number of ballots in circulation
Voter Validation – Controls which ballots get counted
Tabulation – Controls how ballots get counted
Reporting – Controls what totals are seen
  These components of the election process are vulnerable to manipulation and actually disenfranchise voters.  So yes, disenfranchisement of voters exists and it exists within the very system that most Americans know and trust.  Why, because private corporations program the system to only show you what they want you to see and test only what they want you to test.  American elections now belong to the corporations hired to administer them and are no longer safeguarded to keep them accurate, transparent and auditable.

It was early after the Robb School massacre on May 24, 2022 that what can only be characterized as click bait began to appear across social media platforms, on tee shirts, and in political speeches.  The words “ THOUGHTS & PRAYERS” with a line across them signifying that the words are meaningless and of no effect.

  These kind of pithy slogans will always be used by movements of any sort to grab peoples attention. Slogans that sensationalize, offend, and challenge one’s belief systems.  Slogans that are meant to drive a movement and to give it momentum so that the movement will not die.
  This particular slogan first appeared on the landscape of Uvalde, Texas during The Unheard Voices March & Rally held in July 10, 2022. The slogan being the brain child of Dr. Roy Guerrero, founder of the Uvalde Strong for Gun Safety Facebook group, and printed on bright orange T-shirts for people to wear during the march. The slogan continues to be used by many, but for some reason Dr. Guerrero has disappeared from the conversation.
  In recent months, the slogan has been the subject of many an editorial, spoken from the mouth of many a politician and used as a hashtag on social media. Like many things that have transpired since May 24, 2022 this slogan also causes me to wonder why people of faith would believe that thoughts and prayers sincerely offered would be of no effect.
  The first anniversary of this tragic event is upon us and Uvalde continues to be divided.  Many people continue to walk on eggshells unsure of what to do or what to say, for fear of offending.   Because of this great divide there does not appear to be a coordinated community wide effort to commemorate May 24th, but several smaller and individualized events appear to have been planned.  The words “thoughts and prayers” will be at the center of many of these commemorating events, and one side will utter them as a whipping stick, and the other will utter them in the fervent belief that they have the power to heal and strengthen our community.
  Our family and many of our friends lift up thoughts and prayers for the victims of May 24th and their families. And we do so knowing that God is still in control and that his plan is perfect. And we thank the Lord for the life of the 21 and pray that God gives us eyes to see his plan and his purpose for their lives and ours.
