A wreck near Joe Jimmy’s in Concan was reported on Uvalde County Sheriff Ruben Nolasco last Friday night, September 19th at 7:20 PM on his Facebook Page

“- Situation: Two-vehicle crash reported on Highway 127 in front of Joe Jimmy’s.

– Status: Responders en route/on scene. Expect delays,” the report read,

The editor of the Uvalde Hesperian passed by the accident scene about 8PM that evening and observed a white SUV with extensive front-end damage resting in the bar ditch on the opposite side of 127 from Joe Jimmy’s.

  On Monday, September 22nd, the Hesperian was contacted by a motorist in the area who witnessed the vehicle moments before it crashed near Joe Jimmy’s.

The witness who asked to remain anonymous said the following: “The Tahoe that had the white/blue lights approached one of our vehicles just passed where you take the right onto 127 and glanced off of them, and then totalled the F-250 knocking it off into the ditch that was parked on the shoulder in front of Neals.”

The witness also said, “I just thought it may be part of a bigger story since they had already allegedly contacted other vehicles in Uvalde and then were running with White/Blue lights flashing?”

One individual was arrested on the Frio River near the Kenneth Author Crossing near CR348 for a possible assault charge Saturday, July 26th.

Wintesses nearby stated the person may have been carrying a knife. The arrest was confirmed by the Uvalde County Sheriff’s Office, but the arrest report has not been released.

CR 348 was incredibly busy as for many, this might be the final weekend of summer fun before the school bells start ringing for classes and athletics, band, cheerleading and other extracurricular activities begin their respective practices.

After another round of recent rain earlier in the week, the Frio River has a strong flow perfect for tubing.

  Friday afternoon, the Frio River at the Kenneth Arthur Crossing was crowded with people and the area near the bridge was congested with traffic as the area with the big tree in the road was reduced to one lane of traffic.

  A truck was seen stopped on River Road CR248 with people unloading tubes, ice chests etc.

 Just before the crossing, a family was seen exiting a truck and crossing over a fence line near the river appearing to trespass on private property with tubes in tow. Small children lent and hand getting ready to cut through the fence line to access the river at a different point.

 Some seem to think the property near the bank of the river is fair game: Sorry it’s private property. 

 Last Year, the Uvalde Hesperian was given a special tour of privately owned land near the Frio River that was frequently trespassed on by river goers. It was shocking to boulders along the river tagged with red graffiti markings. Fences were torn down and plants and other vegetation beat down to the bare ground with empty beer cans and other litter scattered everywhere. 

 For some it seems, vacation means not having to abide by the laws and rules.

   County Road 348 also referred to as River Road in Concan is a two-lane road with many twists and turns. It is a primary road that tubers and river goers travel to get to two popular river crossings, river resorts and vacation rental subdivisions as well as the route to the Frio Valley Ranch Golf Course and the House Pasture Restaurant and concert venue.

  During the peak summer season, especially on weekends, the traffic is heavy on River Road. While the posted speed limit is 30 miles per hour, some drivers like to push the limit.

  Golf carts are also often seen traveling on River Road adding to the traffic.

  Yesterday, Saturday afternoon, as I was driving down River Road heading to my part time job in Concan, I noticed an extended cab pickup truck with at least seven people riding in the bed of the pickup with the tailgate down. Among the passengers were two children, one approximately 6-years-old and a 4-year-old sitting on the edge of the tailgate with legs dangling off the edge as the truck was moving. An adult male, likely the father of the two children, would extend his arms in front of the children when the truck hit a bump in the road or made a turn. The passengers in the back of the truck were also hanging on to inflated tubes ready for a river float.

  Just a few moments earlier, another pickup truck was seen parked on the side of the road with what appeared to be a flat tire. In the bed of that truck a young girl about 7- years old was seen crouched in the bed of the truck under a river tube for shade.  

  As someone who commutes to Concan several times a week, seeing children riding in the bed sof pick-up trucks is something I see all too often.

  Under the Texas State Transportation Code 545.414. Riding in Open Beds, it reads: (a) A person commits an offense if the person operates an open-bed pickup truck or an open flatbed truck or draws an open flatbed trailer when a child younger than 18 years of age is occupying the bed of the truck or trailer.

 Some argue saying, “Hey, It’s summer! Let people enjoy their vacation.” or “When I grew up back in the day as kids, we rode in the bed of pick-ups all the time.”

   If that is the case, regarding law enforcement, how about playing a little fast and loose with DUI situations, speed limits, seat belt laws and parking in designated no parking areas along River Road? It’s summer; let people enjoy their vacations.

  Perhaps a resort area or vacation defense could be added to a number of State Laws pertaining to children riding in the open bed of pickups?

  I doubt dad’s extended arm would be quick enough to prevent his 4-year-old daughter from falling from the bed of the pickup truck onto the pavement.  Aren’t there enough AirLife Flights already dispatched to Concan for those who are critically injured in car and river accidents?

 Uvalde County resident Helen Burgin spoke at Monday’s Uvalde County Commissioners Court claiming the Texas Hill Country River Region (the THCRR) had not followed a number of state laws including not notifying the IRS when the non-profit organization changed its bylaws.

The THCRR is contracted by the County to administer the HOT Taxes the County receives.

 Burgin also stated the 4% THCRR collected from the county’s lodge owners can only be used for advertising purposes and not to fund event expenses. According to Uvalde County Judge Bill Mitchell, the State of Texas levies a 6% tax collected by lodge owners and the County receives 4% which totals 10% tax on lodging patrons. Burgin also stated the County can approve 1% of the county’s portion of the tax to be returned to the various lodges in consideration for collecting the HOT Tax for the County.

 THCRR Executive Director Hailey Conrad and THCRR Board President Jaime Holmes spoke following Burgin’s presentation,

 Conrad addressed the Bylaws and mentioned last year when the bylaws were changed they notified everyone by email and consulted with the THCRR attorney, Conrad went on to say that the HOT Tax is not a burden on lodge owners and if the County;s HOT Tax revenue was cut, the river clean-up efforts and many other things would grind to a halt.
