Army’s presence may be part of President Trump’s deployment of 500 active-duty soldiers

Several uniformed U.S. Army soldiers were seen this morning near the intersection of FM 1049 and CR 245 working with some equipment as a U.S. Border Patrol helicopter continues to circle over U.S. Highway 90 and the railroad tracks.

The Uvalde Hesperian spoke with the soldiers, and one said they can’t comment about what they are doing but said the helicopter was a U.S. Border Patrol helicopter.

According to an NPR news report, the U.S, Army is providing logistical support for the U.S. Border Patrol.

“Presidio is in the Big Bend sector of the U.S. Customs and Border Protection – a stretch covering more than 500 miles of the Rio Grande, including a handful of other small towns and a national park too. Throughout this area, the Trump administration recently announced the deployment of some 500 active-duty soldiers.

The Army says that these soldiers won’t be arresting people suspected of being in the U.S. illegally, and instead, will offer ‘logistical support’ to Border Patrol agents,” the article states.

Uvalde Mayor Hector Luevano put the brakes on approving a continuing Disaster Declaration tied to the Illegal Immigration from the U.S. Mexico Border. “They’re not coming in,” Luevano said referring the flow of migrants crossing the U.S. Mexico Border. ” I don’t see where the migrants are present here and the danger to our residents.

  Uvalde City Mayor Hector R. Luevano refused continuing a local Disaster Declaration which would affect the City’s ability to receive needed Federal Grant Funding used by the local police department. Luevano objected to the wording of the Declaration and also questioned if an immigration crisis is affecting the city.

  Assistant Chief of Police Mike Davis stated that the department is still dealing with illegal narcotics and human trafficking incidents and affirmed that disaster is continuing to put the community at risk.   

  Uvalde City Councilman Chip King said the Operation Lonestar Grant which the City of Uvalde Police Department benefits is dependent on the Declaration. 

  Luevano said he keeps in contact with the U.S. Border Patrol office each day and does not believe Uvalde is experiencing a crisis due to undocumented migrants coming through the town. 

  He went on to say that he wants the City to get all the Federal grant funds it can but not by making a disaster declaration he does not think is factual. 

After a long discussion, the Council voted to table the agenda item until the next City Council meeting.

Last week, the Senate unanimously passed my TAKE IT DOWN Act—a monumental step toward empowering innocent victims, particularly teenage girls, to seek justice against those who exploit them by publishing abusive images. This week, I stood proudly with my colleagues, Sen. Amy Klobuchar (D-Minn.), Rep. Maria Elvira Salazar (R-Fla.), and alongside courageous victim advocates to urge the House of Representatives to take immediate action and pass this legislation. The TAKE IT DOWN Act will criminalize the publication of non-consensual intimate imagery, including AI-generated “deepfakes,” ensuring that perpetrators are held accountable. At the press conference, victim advocates shared powerful stories, highlighting how this legislation can spare countless women, teenage girls, and boys from enduring similar trauma. I am determined to see it passed into law before the end of this Congress. The time to act is now.

“[The TAKE IT DOWN Act] has passed the Senate unanimously. 100 to nothing. Amy and I worked on both sides of the aisle. Every single Democrat in the Senate supported it. Every single Republican in the Senate supported it. … All of us have spoken to House leadership urging the House to take it up and pass it before the end of the year. … If this bill gets a vote in the House it will pass. The only question is, will it get a vote or not? We’re here today on behalf of the victims, on behalf of women, on behalf of teenage girls across this country to say: bring this up for a vote. Pass it and put it on the President’s desk. We can get it done and we can get it done before the end of the year.”

As a father of two teenage girls, I am appalled by the pain and trauma inflicted upon women and teenage girls who experience non-consensual AI-generated intimate images published of them on social media. In today’s hyperconnected world, such exploitation is not just harmful—it’s devastating. This year, I had the privilege of meeting fifteen-year-old Elliston Berry, a courageous victim advocate from Aledo, Texas, whose story exemplifies the urgent need for change. When Elliston was in 9th grade, she became the victim of a deepfake image. Despite her mother’s repeated pleas to Snapchat, it took over nine agonizing months—and one call from my office—to have the image removed. It should not require intervention from a sitting senator to achieve what Big Tech companies are fully capable of doing immediately. The TAKE IT DOWN Act will mandate that social media platforms and similar websites promptly comply with users’ requests to remove non-consensual imagery, ensuring no one else endures what Elliston and her family went through.

This legislation is essential to holding tech companies accountable and protecting victims.

  “I will say one of the real keys to this getting passed has been Elliston just telling her story. There’s another, another teenage girl [in New Jersey], Francesca Mani who had almost the identical thing happen to her, at almost the exact same time. Both of them were freshmen in high school, [and] both of them [experienced] a boy in their class taking innocent pictures from social media and using an AI app to create fake naked pictures of them. In Elliston’s case, [the photos were] sent to everyone of her classmates. It is hard to be a teenager period today, but the nightmare of going through that it’s fundamentally wrong.

  “When Elliston and her mom came to meet with me several months ago in my office, … I asked, ‘What’s happen with the pictures now?’ They said, ‘They’re still up [and] it’s been nine months.’ Elliston’s mom said she’d called Snapchat, she’d email them, and they wouldn’t do anything. I turned to my team, and I said, ‘I want you to get the CEO of Snapchat on the phone today. I want those photographs down today.’ Within an hour, they pulled them down. … It shouldn’t take a sitting senator making a phone call. Elliston should have the right to say, this is garbage. This is me. I didn’t consent. Take it down.”

I am confident that with President Trump back in the White House and a Republican majority in both chambers of Congress, we will deliver real and meaningful change for the American people. The nation has spoken with a clear mandate: it’s time to restore order, accountability, and common sense to Washington. Together, we will secure our borders, tackle inflation, and wars across the world. The failures of Joe Biden and the Democrats have left America weaker and more vulnerable, but we stand ready to clean up their mess and rebuild a stronger, safer, and more prosperous nation. The time for action is now, and we are ready to get to work.

 “We have a real obligation to deliver on our promises. … Number one, we will secure the border. I think Texans and people across the country are deeply dismayed with Joe Biden and the Democrats open borders. … We’re going to follow it up by having Congress pass legislation providing funding to ensure that we secure the border and keep our communities safe.

“I think there’s also a clear mandate to get the economy moving [and] to get inflation under control. There are a lot of elements of that. One is reining in out-of-control spending from Washington, but another critical element of that is ending the Biden administration’s war on energy and Texas oil and gas.

“And finally, when it comes to foreign policy and national security, when Trump was president last we had peace and prosperity. We saw peace flowering in the Middle East, and [then] Joe Biden and the Democrats came into office. They produced utter chaos [and] two major wars waging simultaneously across the globe. I believe [both of those wars] … because that’s what happens when you have a strong commander in chief who our enemies are afraid of.”

The chaos at our southern border under Democratic leadership is unprecedented and unacceptable. As of July 2024, ICE has released an astonishing 650,000 criminals into the United States—14,944 of them murderers, 20,061 convicted of sexual assault, and 105,461 with assault charges. This staggering failure has put countless American lives at risk. Under a renewed Trump administration, we will take decisive action to deport illegal aliens and restore safety and security to our communities.

This week, the Senate Judiciary Committee heard the devastating testimony of Patty Morin, the mother of Rachel Morin, who was tragically murdered by an illegal alien due to Joe Biden’s reckless open border policies. Patty’s story is a chilling reminder of the human cost of this administration’s negligence. I am confident that with President Trump’s leadership, we will end the wave of violence, murders, and assaults to ensure that no other American family endure such unimaginable loss.

  “Elections have consequences. For the last four years, we have seen the most radical experiment in open borders this nation has ever seen. … I would ask my Democrat colleagues if they were here, why does the Biden administration not go and arrest every one of these criminals and deport them? What rational world says America is better off with more criminals?

  “Ms. Morin, thank you for being here. The country grieves the loss of your daughter. Your daughter was beautiful. She was a mom, who I know loved her kids, and she’s not with us today. She was raped and murdered because this administration chose to release a violent criminal into America. … I cannot imagine the pain. … No parent should have to bury their child. Children should bury their parents, not the other way around.”

 Service men and women of the North Carolina National Guard answered a call to mobilize. 

According to Sergeant First Class Benjamin “Ben” Galluppi of the North Carolina National Guard,  their platoon arrived in Uvalde in September of 2023. He said part of their goal was to help the community heal.

“The hardest part of deployment is going to a place you have no family. Here we have the opportunity to get to know the people. I want people to be able to trust people again,” Galluppi said.

He continued saying, “Every single person in this room has made a difference to somebody.”

 During their stay in Uvalde, they performed over 1200 volunteer hours of Community Service work including food distribution and playground builds.  On Wednesday, October 2nd, the North Carolina National Guard platoon members joined Uvalde County City officials and members of the Tomas Valle American Legion Post 479 and community members gathered for a farewell dinner held at the Ssgt. Wille de Leon Civic Center for presentations and an exchange of keepsake souvenirs from Uvalde and North Carolina.

 Uvalde Mayor Pro-Tem Everardo “Lalo” Zamora joined City Manager Vince DiPiazza in presented 2nd Lieutenant Shaun Roach and Sergeant First Class Benjamin “Ben” Galluppi with the Making a Difference Award which included a plaque with the Key to the City for their service to Uvalde. According to Zamora this was the first Key to the City ever presented by the City.

 Local Retired U.S. Navy veteran Dolly Schultz and Uvalde Mayor Cody Smith worked closely with the North Carolina Platoon during their stay in Uvalde. 

“These young men and women have been instrumental in so many projects throughout the community, they immersed themselves wholeheartedly and became one of us. They will be greatly missed,” Schultz said.

 According to one of the North Carolina National Guard members, while Texas barbecued brisket was certainly a new favorite for many of them, he still preferred the North Carolina barbecue sauce.

SAN ANTONIO, TEXAS — This week, Rep. Tony Gonzales (R-TX) joined Reps. Mike Kelly (R-PA) and Ryan Zinke (R-MT), Co-Chairs of the Northern Border Security Caucus, along with Northern Border Security Caucus members Rep. Nick Langworthy (R-NY) and House Conference Chair Elise Stefanik (R-NY) in sending a letter to Department of Homeland Security (DHS) Secretary Alejandro Mayorkas expressing “serious concern about the unprecedented surge in apprehensions along our northern border.”

According to U.S. Customs and Border Protection (CBP) data, in Fiscal Year (FY) 2023, Border Patrol Agents apprehended 10,021 aliens illegally crossing the northern border between ports of entry, including 2,229 apprehensions in the first four months alone. In the first four months of FY 2024, through January 2024, the Border Patrol has already apprehended 4,772 subjects along the northern border, a 114% increase from the first four months of FY 2023.

In FY 2024 alone, Border Patrol Agents are on track to apprehend a record number of illegal immigrants at the northern border.

“While the Southwest Border has been overrun with drug smugglers, we cannot allow another avenue for deadly, illegal drugs into our country and our communities,” the Members wrote. “In FY 2024 alone, Border Patrol agents are on track to apprehend a record number of illegal immigrants at the Northern border. These statistics are yet another example of how the Biden administration is downplaying the serious nature of this orchestrated border crisis. Every state has now become a border state under your leadership – or lack thereof.”

  On Saturday, February 3rd, the Eagle Pass Police Department reported on its Facebook Page the IBC Bank located inside HEB was robbed. 

  The EPPD is currently investigating a reported robbery of the IBC Bank located inside HEB. A male suspect involved fled the area east towards the area of Stanley, Ralph, Edna and Lorilee Streets. Officers are actively searching this area for the suspect. It does not appear that a weapon was used but we ask the citizens in these neighborhoods to please be vigilant and report any suspicious activity to the EPPD at (830) 773-9044 or in case of an emergency please dial 911.

  On the same day, The Take Our Borders Back Convoy was enroute making its way to the Cornerstone Children’s Ranch in Quemado from Dripping Springs, Texas. According to J. Anson Bills, the manager of the Cornerstone Children’s Ranch, the Convoy was over 5 1/2 miles long and over 2000 people arrived at the Ranch.

 Texas State Representative District 74 Eddie Morales Jr. issued a statement on February 3rd  on his Campaign Facebook Page  implying a possible connection between the caravan and  the bank robbery perpetrator may have been involved in the aforementioned Convoy.  It a statement he said, 

“In lieu of the current standoff facilitated by Governor Abbott at Shelby Park in Eagle Pass, far-right agitators made their way to Eagle Pass in a convoy. Upon their arrival in our peaceful community, we experienced a bank robbery with the suspect still at large; and an unrelated arrest in the evening of a far-right extremist with ties to the convoy with an outstanding warrant and an extensive criminal past including a previous murder arrest.

  This crisis has burdened our local and state law enforcement, and these far-right agitators are complicating border enforcement efforts by acting as vigilantes attempting to secure the border themselves. Regrettably, Texas’s top elected officials encouraged these agitators to come to our communities knowing they would cause disruption and chaos.

  Let me be clear: We do NOT need these far-right extremists fraught with criminal histories and anti-immigrant hate in our community complicating border security efforts. It is incumbent upon our state leaders to make that known. In the words of the former President, ‘They’re not sending their best. . . They’re sending people that have lots of problems, and they’re bringing those problems to us. . . They’re bringing crime.'”

On that same Saturday at 4 PM, the EPPD posted the a statement from the Eagle Pass Emergency Operations Center: ” The City of Eagle Pass and Maverick County would like to inform our citizens that with the recent arrival of different groups and organizations to our community in regards to the border situation, we as a City and County are responding to and monitoring the situation accordingly.” The statement continued with, “The current state of the situation is peaceful and it will be continuously monitored.”

 Bills responded to Morales accusations stating the IBC Bank Robbery in Eagle Pass occurred that Saturday afternoon well before the Caravan even arrived at the Cornerstone Children’s Ranch.

 Bills went on to say that others posting on Facebook have accused Convoy participants of robbing  a church food pantry in Quemado where the Convoy is rallying.  Bills disputes the claim stating the only food bank in Quamado is located at the Cornerstone Children’s Ranch.

  February 4th, 2024: Texas Governor Greg Abbott has chosen Shelby Park the location the State has decided to stand its ground against the Biden Administration by calling on the Texas National Guard to keep the U.S Border Patrol out.  At this Sunday’s afternoon press conference, Abbott was joined by 14 other governors from around the United States to effectively double down on the Texas Governor’s move to take control of the Texas Border. 

  Governor Abbott said, “Since Biden has been elected, there have been three Houston’s who have crossed the border. An illegal immigrant who has gone across the Border 4 times and then murdered someone outside of Houston. There is imminent danger crossing the border all the time. I have used the laws in the constitution to help protect the states.”

  The Texas Governor cited Article 1, Section 10 Clause 3 of the U.S Constitution as the legal grounds for Texas to act to secure its border:

  • Clause 3 Acts Requiring Consent of Congress

No State shall, without the Consent of Congress, lay any Duty of Tonnage, keep Troops, or Ships of War in time of Peace, enter into any Agreement or Compact with another State, or with a foreign Power, or engage in War, unless actually invaded, or in such imminent Danger as will not admit of delay.

  Abbott and several other governors including Tennessee Governor Bill Lee, Arkansas Governor Sarah Huckabee Sanders, Montana Governor Greg Gianforte and a few others each took turns after Abbott speaking on the Border Crisis and the failure of U.S President Joe Biden on securing the United States southern border with Mexico.

Montana Governor Gianforte said, “I’m in the northern Rockies, we have seen a 78% increase in fentanyl trafficking.”

  “Not only has President Joe. Biden failed his duties but he has lied about it. We don’t stand with them in football but we stand with the State of Texas on the Border Crisis”” Arkansas Governor Sarah Huckabee Sanders said.


  Tennessee Governor Bill Lee said, “This experiment in open border policy has been a devastating failure.”


  Covering the Governor’s press conference were dozens of reporters representing state, national and world news outlets. Reporters who were granted access to Shelby Park and the press conference were required to RSVP the Governor’s media office by Friday, February 2nd no later than 5 PM. There were a number of reporters who were permitted to enter.

  Outside of the Press Conference about a block from Shelby Park, protesters were situated on the sidewalks and street corners where the governors’ entourage would be passing by on its way out of the park.

  Those protests in favor of closing the border and supporters of Presidential Candidate Donald Trump stood on opposite street corners of those who were against the Texas Governor’s Border Policies. Of those included several members of the Brown Berets. The protests appeared to remain peaceful.

The Take Our Border Back Convoy left Dripping Springs at approximaly  10:18 AM today,  Friday, February 2nd and will be traveling on Highway 90 East toward Uvalde and a TxDOT Highway roadsign between Knippa and Uvalde is directing it to take Hacienda Road on its way to the Cornerstone Children’s Ranch in Quemado, Texas.

Uvalde Police Chief Daniel Rodriguez said, “We have been preparing for this convoy since the beginning of the week. We have several agencies assisting us in ensuring that the convoy comes through Uvalde safely. The safety of our community is at our utmost priority, so we have taken the appropriate steps in doing just that. We will be updating our FB page to let our community know when to expect the convoy and for them to take alternate routes as they make their way through town.”

The Uvalde Police Department posted the following message on it’s Facebook Page:

“Heads up! The Take Our Border Back convoy is scheduled to pass through town today, traveling from Hwy 90 East to Hwy 90 West. Your safety is our priority, and the Uvalde Police Department, in collaboration with various assisting agencies, will be conducting traffic control along Hwy 90.
We’re working hard to ensure a smooth flow of traffic and keep disruptions to a minimum. Please be aware of the convoy and follow the instructions of law enforcement officers on site for a safe and organized passage.
We will be updating you with specific times as the convoy progresses closer to our town. Your cooperation is crucial to making this process as efficient and secure as possible.
Thank you for your understanding and patience during this traffic alert. Feel free to reach out to the Uvalde Police Department if you have any questions or concerns.”

J. Anson Bills, the president of the Texas Independence Project and  operations manager with the Cornerstone Children’s Ranch stated that the Ranch is only hosting the Convoy and is not involved in the Convoy movement.

At 12:19 PM on Friday, February 2nd, Bills said the Convoy is currently on I-35 in San Antonio and will be going through Main Street in Uvalde not just on Hacienda Road.

“We are planning an event that normally takes three months to plan and doing it in two weeks. Now the event has been planned for over a month and they came to us because they needed a place to hold the event and we agreed the Cornerstone Children’s Ranch would be a great location and the Texas Independence Project would host it,”  Bills said. “America is a melting pot and thats exactly what this event needs to be. We nend people of all faiths and all races to come out. We need to come together in prayer, we need to come together as Americans and as Texans,” Bills said.

“This is a peaceful protest and this will remain a peaceful protest,” he said.

Bills went on to invite anyone to come out to the Cornerstone Children’s Ranch. He also stated that at the event they will be having a baptism and if anyone wants to come out they are more than welcome to come out and be baptised because everyone needs the Good Lord in their Life.

“Cornerstone Children’s Ranch is a faith based organization as is the Texas Independence Project,” Bills said.

A commentary type news report

Shelby Park is fenced and guarded making the area along the Rio Grande inaccessable to the public,

  The Uvalde Hesperian went to Eagle Pass Wednesday afternoon, January 31st to visit Shelby Park, a location that has been in the national spot light as Texas Governor Greg Abbott has drawn a proverbial line in the sand for the Biden Administration by not allowing U.S Border Patrol inside the perimeter of the park which is located next to International Bridge one along the banks of the Rio Grande River which is the U.S./ Mexico International Border. 

  Having visited the general area in October of 2023, the media and public were allowed to get several dozen feet from the razor wire lined banks of the Rio Grande. Today, Shelby Park has a large black steel fence preventing citizens and sometimes the media from accessing the park.

Upon arrival, I asked a National Guard soldier standing near a gate where the media was set up. ” I don’t know,” he said.  I drove along the fenceline and spotted three men with large cameras, one with a zoom lens.

 I asked them the same question about where the media was set up. One man in the group said, “We’re independent journalists.”  and “This is kind of a big deal what’s happening here.”

  He did finally answer my question, directing me to drive up the nearby hill and turn left and if I kept going, there would be some network TV reporters with video cameras on tripods to the left of the roadway at a high overlook area. After driving a bit, I found the cameras and a van with two reporters sitting just inside the side door. While taking pictures of my own, a woman in her 40’s arrived and told the TV crew. “We’re going live in 5 minutes.”

 The location did provide a good vantage point looking into Shelby Park. 

 Before leaving one of the network reporters told me one of the National Guard officials at the gate would allow reporters to go into Shelby Park past the fenceline.

 Having found the gate, I asked if media were allowed inside. The soldier said, “Yes, but it’s too late today to let anyone else in. He went on to tell me to come back tomorrow during “business hours” between 8 AM and 4:30 PM. 

 While Shelby Park was fenced off with national guard soldiers holding M-16 type rifles, just a few blocks away in the downtown area of Eagle Pass, people seen walking around seemed at ease just living life. One person was seen sleeping on one of the downtown’s benches.

  A golf course is located near Shelby Park where golfers could be seen teeing off and driving golf carts near the banks of the Rio Grande. With my golf clubs in the trunk of the car, I could have paid to play nine holes and gotten much closer to the river. Not sure if there is a law against a news reporter impersonating a golfer. 

  The entire time I was near Shelby Park looking inside, I didn’t see any migrants.
