Uvalde CISD School Board faces a serious Impasse with seemingly no path forward

The Texas Association of School Boards also referred to as TASB has submitted its recommendations to Uvalde CISD School Board on complying with a Court Order on school board member elections. The TASB recommendations were included with an agenda item at the Monday, May 19th School Board meeting but the board was adjourned on the decision of acting school board president Laura Perez at the beginning of the Uvalde CISD special session. Trustee Jaclyn Gonzales raised a Point of Order immediately after the 5:30 PM Special School Board meeting began where she stated the body did not have a quorum due to 4 board members. Laura Perez. JJ Suarez, Javier Flores and Robert Quinones terms had effectively expired.
The TASB recommendations were listed under the following agenda item:
9.A. Item of information on proposed policy changes resulting from the recent TASB Policy Review Session

Under the proposed revisions it states:
“The District shall conduct its Board member elections in accordance with the Agreed Settlement in CA. No. DR-77-CA-20 as long as such court order or other binding legal determination is in effect. A copy of the court order or other binding le-gal determination may be obtained from the Superintendent’s office.
The Board shall consist of seven members.
Election of Board members shall be a combination of at large and by single multi-member districts.
General election of Board members shall be on the May uniform election date.
Three Board members shall be elected at large for three four- year- terms, with elections conducted every three years biennially, as follows:
The election of three Board members shall be held in 2024, 2028, 20312, 20346, and in three four-year intervals thereafter.”
The Uvalde Hesperian reached out to Uvalde CISD Trustee Jaclyn Gonzales with the following questions yesterday, May 29th and is awaiting a response.
Q1. Did TASB issue a report flagging the issue for the board and if so when ?
Q2. Learned that the issue was a discussion item on the regular agenda later that evening on the election year terms is there a reason you brought up the point of order at the very beginning rather than waiting for the discussion to occur at the agenda item question ? Just trying to understand so I can report on a very complicated situation.
The Uvalde Hesperian also reached out to Superintendent Ashley Chohlis on the matter of the aforementioned agenda item yesterday asking if she would like to provide a comment or release a statement. and is awaiting a response.
