Texas State Representative District 49 (D) Gina Hinojosa posted a video on TikToK where she stated the passage of the School Voucher Bill will defund the Teachers Retirement System (TRS) funds.

In the video, she refers to a Actuarial Impact Statement from the Legislative Budget Board dated January 28th, 2025 sent to Honorable Brandon Creighton, Chair, Senate Committee on Education K-16 from Jerry McGinty, Director, Legislative Budget Board in reference to

SB2 by Creighton (Relating to the establishment of an education savings account program.), As Introduced

“ACTUARIAL EFFECTS
According to the Teacher Retirement System (TRS), if a level headcount is maintained, it would not have an impact on expected funding progress for the system because TRS’ actuarial valuation already assumes a level headcount.

The actuarial analysis notes that even a small adjustment such as a decrease in the projected covered payroll growth could be enough for TRS to no longer be actuarially sound according to the statutory definition. TRS’ analysis also notes that it is possible an increase in the contribution rate may be necessary in the future if payroll does not grow as currently projected following the passage of this bill.”

Rep. Hinojosa states, ” The voucher bill will take your tax dollars and use them to defund Texas teachers’ retirement system–and they are fighting to cover it up.”
