Memo from Uvalde County Sheriff with margin notes raises question of whether or not former Sabinal officer Pedro Huizar can be hired by district
On the agenda at the Monday February 13th, Uvalde CISD School Board meeting , two new Uvalde CISD Police Officers were presented to the school board as new hires by the district.
Pedro Huizar and Melissa Castenada. Huizar was previously employed by the Sabinal Police Department and Castinada had been an officer in the town of Killeen in Central Texas near Fort Hood, the U.S. Army Post, the largest military post in the United States.
At the same meeting, Adam Martinez approached Uvalde CISD Interim Police Chief Josh Gutierrez who was standing in a back corner of the Benson Board Room. Adam Martinez a parent of a child a attending Uvalde CISD stated he presented information to Gutierrez about officer Pedro Huizar’s eligibility. Following the encounter, Martinez received a letter from Uvalde CISD Interim Superintendent Gary Patterson officially banning Martinez from attending future school board meetings and trespassing Martinez from Uvalde CISD property.

On Saturday, February 11th, The Uvalde Hesperian received a memo from a community member which appears to be from Uvalde County Sheriff Rubin Nolasco stating:
“Pedro Huizar is not eligible for rehire that is all we may share. Thank you for contacting us.” Additionally the memo had a handwritten note signed by Frank Ramerez.
On the right hand margin of the memo, a handwritten message reads: “As a father of a Uvalde student, this is very concerning. Exactly which is this person not eligible for rehire? There have been many instances in other areas, where resource officers place students in handcuffs.” Is Pedro Huizar like these short fused officers? We (parents) deserve to know if Huizar is able to maintain his patience and cool when dealing with students of various ages.
Again why is he ineligible for rehire? Why was he hired to begin with? What happened to UCISD’s high standards when it came to hiring an officer? It seems you are taking a step backwards, when we ask for transparency this is what we mean yet you continue to exclude parents and the community. Please change that. Frank Ramerez”
The Uvalde Hesperian reached out to Sheriff Rubin Nolasco and he stated he could not comment on the memo. He added, “Due to the amount of requests we are receiving, some going back ten years from all over the U.S.. We’ve written to the Attorney General’s Office for a ruling/opinion which we have not received a response. If we start releasing information then we have to respond to all.”
